BELEDİYELERDE KENT YOKSULLUĞUNUN ÖNLENMESİNDE SOSYAL BELEDİYECİLİK VE YÖNETİŞİM UYGULAMALARININ ETKİSİ: ELAZIĞ BELEDİYESİ ÖRNEĞİ

Abstract

Yoksulluk sorunu, sosyal bir varlık olan insanın tek başına giderebileceği bir sorun değildir. Bu nedenle bireylerin ihtiyaçlarına karşı çözüm üretecek kurum devlettir. Bireyler ihtiyaçlarının giderilmesi konusunda devletin yetkili mercii olduğunu bildiği gibi devlette kişinin ihtiyaçlarını gidermek zorunda olduğunu bilir. Türkiye cumhuriyeti de sosyal bir hukuk devleti olarak küresel dünyanın kabul ettiği ekonomik ve sosyal hakları gerçekleştirmek zorundadır. Sosyal eşitlik ve sosyal güvenlik ilkeleri ile sosyal devlet olabilmenin gereklerini yerine getirmeye çalışan Türkiye, devlet olarak yapmak zorunda olduğu birçok görevi yerel yönetimlerden biri olan belediyelere devretmiştir. Bu araştırma ise kentsel yoksullukla mücadele konusunda sosyal belediyeciliğe yüklenen misyonun, yerel yönetişim modelini benimseyen bir yönetim anlayışıyla anlam kazanabilmesi hususuna dikkat çekmek için oluşturulmuştur. Bu bağlamda çalışma 3 ana bölüm ve bir sonuçtan oluşmaktadır. İlk bölümde çalışma hakkında ayrıntılı bilgi verilmiş olup ikinci bölümde yoksulluk, sosyal belediyecilik ve yönetişim kavramlarına yönelik bilgi verilmiştir. Son bölüm olan üçüncü bölümde ise Elâzığ belediyesi sosyal belediyecilik ve yerel yönetişim uygulamaları bakımından değerlendirilmiş ve bir model önerisinde bulunulmuştur. Birincil ve ikincil kaynaklardan yararlanılarak oluşturulan çalışmada yoksulluk söyleminde ön plana çıkan sosyal belediyecilik uygulamalarının yerel yönetişim modelinde anlamlı olacağı sonucuna varılırken; çalışmanın örneklemini oluşturan Elâzığ belediyesinin sosyal belediyecilik ve yerel yönetişim uygulamaları yönüyle yetersiz bir yapıda olduğu tespit edilmiştir.

The problem of poverty is not a problem that can be solved by a person who is a social entity. For this reason, the institution that will provide solutions to the needs of the individual is the state. As the state knows that it is the competent authority of the state to deal with individual needs, the state knows that it is necessary to make a person's needs. Turkey as a social state of law must also realize economic and social rights of the republic adopted the global world. trying to fulfill the requirements in becoming a social state with social equity and social security policies, Turkey, many of the tasks that have to do as a state has been transferred to the municipalities, one of the local governments. This research was designed to draw attention to the fact that the mission of social municipalities in the fight against urban poverty can make sense with a management approach that adopts the local governance model. In this context, the study consists of 3 main parts and one result. In the first part, detailed information is given about the study and in the second part, information about the concepts of poverty, social municipality and governance is given. In the third section, which is the last chapter, Elazığ Municipality was evaluated in terms of social municipal administration and local governance practices and a model proposal was made. The study, which is based on the use of primary and secondary sources, emphasizes the importance of social municipal applications, while the result is meaningful in the model; Elazığ municipality, which constitutes the sample of the study, is found to be inadequate in terms of social municipalities and local governance practices.
