CUMHURİYET'İN 100. YILINDA ELAZIĞ İLİNİN SPOR STRATEJİSİ: STRATEJİDEN GELECEĞE 2023

Abstract

Bu arastırmanın amacı, Elazıg ilinin sporla ilgili mevcut durumunu ortaya çıkarmak ve ilgili kuruluslardan elde edilen veriler ısıgında, spor ile ilgili bireylerle görüsmeler yaparak, çesitli anketler düzenleyerek veriler elde etmek ve bu veriler dogrultusunda Swot Analizi yardımı ile ortaya çıkan bilgileri de dikkate alarak, Cumhuriyet'in 100. yılında Elazıg ilinin spor stratejisini belirlemektir. Arastırmada veriler, konuyla ilgili çesitli kaynaklar toplanarak, spor ile ilgili bireyler ile görüsmeler yapılarak, arastırmacı ve alanın uzmanları tarafından gelistirilen ?l Spor Gelisim Stratejisi Anketi? kullanılarak elde edilmistir. Anket yoluyla elde edilen veriler, SPSS for Windows 13.0 paket programından yararlanılarak çözümlenmistir. Verilerin çözümlenmesinde frekans analizi, yüzde alma teknigi ve tematik yöntem kullanılmıstır. Arastırmadan elde edilen bulgularda, 2,54 ortalama ile ekonomik kaynakların yetersizligi, 3,54 ortalama ile sporcu seçiminde bilimsel kriterlerin kullanılmaması, 3,11 ortalama ile sporda hizmet kalitesinin düsük olması, 3,86 ortalama ile bütün spor branslarına ilginin aynı seviyede olmaması, 3,56 ortalama ile spor tesislerinin yetersizligi ve 2,44 ortalama ile aktif sporcu sayısının yeterli olmaması gibi sonuçlar ortaya çıkmıs ve bu arastırma sonuçları neticesinde, Elazıg ilinin spor konusunda mevcut durumu Swot Analizine dönüstürülmüstür. Elazıg ilinin sporda güçlü yönleri, zayıf yönleri, fırsatları ve tehditleri degerlendirilmis, bu bilgiler ısıgında stratejik amaç ve hedefler; Elazıg ili nüfus gelisim tahmini, spor kurumları ve spor kulübü stratejileri, sporcu stratejileri, hakem stratejileri, antrenör stratejileri, spor tesisi ve spor araç-gereçleri stratejisi, yönetici, ögretmen ve personel stratejileri, spor organizasyonu stratejileri ve genel spor stratejileri adı altında verilmistir. Ayrıca bu stratejik amaç ve hedefler: hazırlık dönemi (2007-2011 yılı), olgunlasmaya geçis dönemi (2012-2016 yılı ve 2017-2022 yılı) ve olgunluk dönemi (2023 yılı) olarak üç bölüm halinde verilmistir. Sonuç olarak gelismekte olan iller arasında bulunan Elazıg ilinde ?17 yıl sonra spor konusunda nasıl bir Elazıg'da yasayacagız?? sorusuna kapsamlı bir cevap vermek için bu stratejik hedeflerin acilen hayata geçirilmesi geregi ortaya çıkmaktadır. Bu stratejik hedeflerin gerçeklesmesi için alanında uzman kisilerden kurullar olusturulmalı ve bu stratejik hedeflerin gerçeklestirmesi saglanmalıdır. Bunun sonucunda, Cumhuriyet'in 100. yılına kadar bu stratejik hedefler gerçeklestirildigi takdirde, 2023 yılından sonra Elazıg ili sporda en hızlı kalkınan il statüsünde olacaktır. Anahtar Kelimeler: Strateji, Swot Analizi, Spor, Elazıg, 2023 YılıThe aim of this project is to bring out the present situation of Elazıg about sport and under the light of data obtained from related institutions, by interviewing individuals related with sport, to obtain datas by arranging various surveys and under the light of these datas considering information emerged from by the help of Swot analysis, this project aims to determine the sport strategy of Elazıg province in the hundredth year of the republic. In the research, the datas have been obtained by means of collecting various sources related about subjects, by interviewing individuals related about sport and by the help of using ?Province Sport Development Strategy Survey? developed by researchers and experts of their field. The datas which have been obtained by survey was analyzed using SPSS for Windows 13.0 packet program. Frequency analysis percentage techniques and thematic method have been used while analyzing the datas. In the indications obtained from research, the deficiency of economical sources with the percent of 2,54, disusing scientific criterion in the athlete election with the percent of 3,54, existing the low service quality in the sport with the percent of 3,11, lacking the same interest to all sport branches with the percent of 3,86, deficiency of sport facilities with the percent of 3,56 and results such as insufficient sportsman number with the percent of 2,44 have been emerged from this research and with the this research result the presence situation of Elazıg province about sport subject has been transformed to Swot analysis. The strong and low aspects of sports of Elazıg province, opportunities and threats have been evaluated, under the light of these informations, strategic targets have been given under the name of Elazıg province population development estimation, sport institutions and sport clup strategies, sportsman strategies referee strategies, trainer strategies, sport facility and sportsman equipment strategies, master, teacher, staff strategies, sport organization strategies and general sport strategies. Besides, these strategic aims have been given in three chapters as preparation degree (2007 - 2011) transition to maturation term (2012 ? 2016 and 2017 - 2022) and term of maturation (2023) . As a result, in Elazıg which is in the developing provinces, to give comprehensive answer to the question ?How will we live in Elazıg seventeen years later regarding sport??, the necessity of these strategic aims to take into operation have been emerged emergently. To practice these strategic aims, commissions should be founded by specialists in their are a and should be made these strategies occur. With this result if these strategic aims are realized until the hundredth year of republic, Elazıg province will be the most developed province in sport.
