AFGANİSTAN VE TÜRKİYE EĞİTİM SİSTEMLERİNİN KARŞILAŞTIRILMALI OLARAK İNCELENMESİ

Abstract

Bu çalışmada dostluğu çok eskilere dayanan, ilişkileri daimi olacağı düşünülen ve sürekli olarak bir etkileşim içerisinde olan Afganistan ve Türkiye eğitim sistemleri karşılaştırılmalı olarak incelenmiştir. Türkiye ve Afganistan eğitim sistemlerini etkileyen genel faktörler, eğitim sistemlerinin dayandığı ilkeler, belirlenmiş olan amaçlar, bakanlık teşkilatlarının yapısı ve işleyişi ortaya konulmuştur. Örgün ve yaygın eğitim kurumlarına ilişkin güncel durum, elde edilen veriler vasıtasıyla karşılaştırmalı olarak değerlendirilmiştir. Ülkelerin eğitim yönetim, denetim ve finansman özelliklerinin yanı sıra eğitim sisteminin temel unsurlarından birisi olan öğretmenler araştırılmıştır.Türkiye için en güncel ve güvenilir verilere ulaşmak maksadıyla resmi kurumların ortaya koymuş olduğu sayısal veriler değerlendirmeye alınmıştır. Ancak Afganistan için tüm alt konulara ilişkin resmi verilere ulaşmak mümkün olmadığından yüz yüze görüşmelerle teyit edilebilen sayısal veriler de kullanılmıştır. Araştırmada her iki ülkede de yazılı kaynaklarla birlikte, eğitim kurumlarında yerinde incelemeler yapılarak, güncel durum tespiti yapılmaya çalışılmıştır.Her iki ülkenin eğitim sitemleri katı bir hiyerarşik yapılanma içermektedir. İki ülkenin eğitim sistemlerinin üst noktasında yer alan bakanlıkların çoğunlukla merkezden yönetme anlayışına sahip oldukları görülmüştür. Alt yönetim birimlerine de inisiyatif sağlayacak ve etkinliğini arttıracak bir yapılanma değişikliğine gerek duyulduğu görülmüştür. İki ülke içinde eğitim sisteminde danışmanlık yapacak ve okul- çevre ilişkisini kuracak kurul, birim ve komisyonlara ihtiyaç bulunmaktadır.Elde edilen bulgulara dayanarak değerlendirmelerde bulunulmuş ve her iki ülke eğitim sistemlerinin geliştirilebilmesi amacıyla öneri ve temenniler ortaya konulmuştur. Her iki ülkenin de toplu eğitim seviyesine genel olarak henüz ulaşamadıkları görülmüştür. Türkiye ve Afganistan eğitim sistemlerinin karşılaştırılmalı olarak incelenmesi çalışması neticesinde, her iki ülkenin genç nüfus potansiyellerini de göz önünde bulundurarak eğitime verdikleri önem ve eğitim kalitesini arttırma projelerine ağırlık vermeleri gerektiği anlaşılmıştır.

In this study Afghanistan?s and Turkey educational systems, which effect their good friendship from ancient times to now, are researched by comparatively. In addition, it is examined that the general factors effecting the education systems of both countries, the principles to which education systems of both countries and principles which education systems are based on and designated aims and working process of ministry organizations. Current situation of formal and informal education institutions evaluated comparatively with the data that have been obtained.For the purpose of reaching the most current and dependable data, numerical data which are studied by the official institutions are taken into evaluation process. Since it can?t be possible to reach the official data related to inferior topics of Afghanistan?s educational system, numerical data that can be confirmed by the face to face interviews are used. In this research, not only with the written references in both country but also with the studies in its place were carried out for determining the current situation.Education systems of the two countries have a strict hierarchical structure. It seems that the ministries which are being stayed at the top of the both countries? educational systems mostly have the attitude of management. It?s a necessity that, there should be a structural change which will supply initiative and effectiveness to the inferior administrative units. For both countries, there is a need for commissions, councils and units to advise and set up relations between school and Evaluations are made by the findings, for the purpose of making improvements in both countries? education systems, suggestions and wishes are being brought up. In general, it seems that, both countries haven?t reached the assembled education level yet. But it?s accurate under the light of scientific data that the quality and importance of education must be improved by reckon of the young population potential in the countries.
