ELEKTRONİK DEVLET: TÜRKİYEDEKİ BELEDİYELERİNİN WEB SİTELERİNİN ANALİZİ

Abstract

Küreselleşme, bilgi iletişim teknolojilerinde yaşanan gelişmeler, kamu hizmetlerinin sunumundaki değişim ihtiyacı ve vatandaşların değişen beklentileri, devletleri klasik yapıdan ayırarak işlemlerin daha kaliteli, hızlı, verimli şeffaf ve daha az maliyetle yürütüldüğü e-devlet denilen yeni bir yapıya geçmesini zorunlu kılmıştır. Kamu yönetimi alanında modernleşmeyi ve ilerlemeyi sağlayan temel bir reform olarak algılanan e-devlet, özellikle toplumların refah düzeyinin belirleyici unsuru olarak görülmekte ve ülkelerin gelişmişlik göstergelerinden biri olarak kabul edilmektedir. Bu doktora tezinde bilgi ve iletişim teknolojilerindeki ilerlemeler sonucunda ortaya çıkan ve devletin hizmet sunuş biçimlerini değiştiren elektronik devlet kavramı irdelenmeye çalışılmıştır. E-devlet uygulamaları kapsamında şehir belediyelerinin web siteleri aracılığı ile sundukları kamu hizmetleri 15 ana ölçüt ve bunlara bağlı alt ölçütlere göre analize tabi tutulmuş, belirlenen ölçütler bağlamında 51 şehir belediyesinin web sitelerinin içerik analizi yöntemi ile yeterliliği sergilenmeye çalışılmış ve eksiklikler noktasında belediyelere önerilerde bulunulmuştur. Globalization, the developments in information communication technologies, the need for change in the presentation of public services and the changing expectations of citizens, has forced the transition of states from classical structure to a new structure called e-government, in which transactions are carried out with better quality, faster, more efficient and less costly. The e-government, which is perceived as a fundamental reform that provides modernization and progress in the field of public administration, is seen as a determining element of the welfare level of the societies in particular and is considered as one of the development indicators of the countries. In this doctoral dissertation, the concept of the electronic state, which emerged as a result of the advances in information and communication technologies and which changed the way of service delivery by the state, was examined. Within the context of e-government applications, the public services offered by the municipal municipalities through the web sites were analyzed according to the 15 main criteria and the sub-criteria related to them, and in the context of the determined criteria, 51 city municipalities tried to demonstrate the adequacy of the web sites through content analysis method and suggestions were made to the municipalities.
