TÜRKİYE'DE İŞ SAĞLIĞI VE GÜVENLİĞİ KÜLTÜRÜNÜN YAYGINLAŞTIRILMASINA YÖNELİK WEB TABANLI UYGULAMA

Abstract

Tezin amacı; Türkiye'deki işyeri ve bu işyerlerinde çalışanların, çalışma esnasında yaptığı işin sağlıklı ve güvenli bir şekilde yapılmasını; olası tehlike ve risklere karşı alınması gereken tedbirler konusunda bilgi sahibi olmalarını sağlamak aynı zamanda kültürel anlamda web tabanlı uygulama ile ülkemiz genelinde yaygınlaştırmaktır. Yapılan araştırma sonucunda; ülkemizdeki tüm işyerlerinin iş sağlığı ve güvenliği bakımından denetlenmesi henüz tam teşekküllü değildir. Ülkemizde TÜİK 2014 yılı raporuna göre 1.628.124 işyeri sayısı mevcut olup, bu işyerlerini denetleyen müfettiş sayısı ise sadece 500 ile sınırlıdır. Denetleyici başına düşen işyeri sayısı 3256'dır. Bu durum denetim mekanizmasının ne kadar yetersiz olduğunu göstermektedir. Bunun ülke ekonomisine olan zararı ise ayrı bir boyuttur. Bu konuda Çalışma ve Sosyal Güvenlik Bakanlığına bağlı personelin doğru denetim planlaması ile etkin kullanılması hedefi başarıya ulaştıracaktır. Bakanlık tarafından yapılan teftiş programları, riski yüksek olduğu tahmin edilen alan ve sektörlerde genel bir gözlem ile yapılmaktadır. Bu sorunu çözmenin yolu işyerlerinin iş güvenliği risklerini, bilimsel olarak hesaplayabileceğimiz bir bilgi altyapısı oluşturmaktan geçmektedir. Web ortamında oluşturulan bu altyapı ile kurumsal ya da kişisel üyelerimiz, iş sağlığı ve güvenliği hakkında her türlü bilgi donanımına sahip olacak ve işyerleri ile ilgili risk analizleri yapıp rapor halinde ulaşabileceklerdir. Burada ihtiyaç duyulan bilgi, işletmeler tarafından elde edilen veriler toplanarak işlenecektir. Web tabanlı uygulama sistemi ASP.NET yazılımı kullanılarak geliştirilmiştir. Yazılımda belirli fonksiyonları tüm kullanıcılara açık olup, tüm fonksiyonlardan faydalanmak isteyen kullanıcılar daha önce oluşturmuş olduğu kurumsal ya da kişisel üyelikle giriş yapabilmektedir. Web tabanlı uygulama sisteminin içeriğinde mevzuat konuları, eğitim takvimi, eğitim başvurusu, ders videosu, soru bankası ve risk analiz bölümleri yer almaktadır. Ayrıca konuyla ilgili eğitim alan üyeler "Soru Bankası" bölümünde kendi sorularını oluşturup sistem yöneticisine gönderebilir. Gönderilen her soru yönetim panelinde değerlendirilip, ilgili konu testlerine uygun görülen sorular eklenmiş olur. Böylece kullanıcının da bizlere test sorusu oluşturmasında yardımcı olması sağlanır. Web tabanlı uygulama sisteminin en önemli özelliği kurumsal veya kişisel üyelik yapmış olan kullanıcıların işyerleri ile ilgili risk analiz uygulamasını kullanabilmesidir. Sonuç olarak; yapılan tez çalışması İSG uzmanlarına, işverenlere ve çalışanlara yönelik kolay kullanıma sahip, çevrimiçi olarak kullanıcılara hitap eden; iş sağlığı ve güvenliği alanında sorunları çözmeyi kolaylaştıran bir web tabanlı yazılımdır.The purpose of the thesis, the aim is producing to make real of waiting safely in Turkey; work places and who works in this sectors, universalizing culturally around the country with the help of Web-based applications by becoming conscious about taking measures against probable risks. In the result of this research, occupational health and safety inspection of work places hasn't been full formation yet. According to TÜİK 2014 reports there are 1.628.124 workplace. The number of inspectors who inspect these establishments is limited to 500. Number of establishments per Supervisory is 3256. This indicates that how the control mechanisms are inadequate. The loss to the national economy also is a different dimension. In this matter, the staff who works in Labor and social Security Ministry has to do a real inspection plan and use it actively in order to convey this aim to success. The inspections programmes which were done by Ministy were carried out with general observation in risky fields and sectors. In order to solve this problem, the way is ; creating information substructure in order to assess the risks of occupational safety scientifically. The institutional or personel members will have all kinds of information and hardware about occupational health and safety and also attain it's reports by doing risk analyses about work places with the help of information substructure. The needed information will be processes by gathering datas from institutions. Web-based application system was improved by using ASP.NET software. In our software, some specific functions are accessible to all users, the other users, who want to make use of all functions can entry with the institutional or personel members which were constituted initially. In our web-based application system, there are regulation issues, education calendar, education applications lesson videos, question banks and risk analyse parts. Furthermore, the members who get education can create their own questions in "question bank" part and can send to our system manager. Each question is assessed in management juror's book.and is added to subject based test if if is appropriate. In this way, users can help us to create test questions. The most important property of web-based application system is; the institutional or personal member users can use risk analyse application about their work place. As a result; the made thesis studying, for OSH experts, employers and employees having easy to use and appealing as online to users; in the field of occupational health and safety, it is a web-based software that facilitates problem solving.
