TÜRKYE'DE ÇEVRE HİZMETLERİ VE E-BELEDİYE İLİŞKİSİ: ELÂZIĞ BELEDİYESİ ÖRNEĞİ

Abstract

Çevre sorunu, insan davranışlarından kaynaklanır. Bu tür problemler, sadece insan hayatını zorlaştırıp tehdit etmez. İnsan davranışlarının sonucu olan çevre sorunu, tüm canlıların hayatını tehdit eder. Bu anlamda çevre hizmetlerinin hayati önemi olduğu sonucu bir gerçektir. Çevre politikaları ve mevzuatı, merkeziyetçi bir anlayışla düzenlenemez. Bu konuda ülkeler, uluslararası organizasyonlar gibi belediyeler ve diğer yerel yönetim kurumlarının da ön planda olması gerekir. Çünkü çevre sorunları; yerel toplumları, şehirleri, ülkeleri ve hatta kıtaları aşan nitelikte olduğu için bu konuda ilgili tüm birimlerin arka planda bırakılması söz konusu olamaz. E-belediye uygulamaları ile hizmet sunumu, yeni yönetim anlayışı ve yeni istihdam imkânları gibi birçok konuda belediyelere rehberlik yapmaktadır. Bu uygulama ile kente ilişkin bilgi ve verilerin bilgi ve iletişim teknolojileri temelli uygulamalarla yönetilmesi, elde edilen verilerden topluma yarar sağlayacak çeşitli bilgilerin üretilmesi ve bu bilgilerin etkin bir biçimde vatandaşın hizmetine sunulmasını sağlanmaktadır. E-belediye ve çevre hizmetleri bağlamında Elâzığ Belediyesi, günümüz şartlarına uyum sağlamaya çalışmış ve Elâzığ Belediyesi E-belediye Uygulaması projesini gerçekleştirerek hizmete sunmuştur. Üç bölümden oluşan bu çalışmanın ilk bölümünde Türkiye'de belediyelerin çevre hizmetleri ile çevre sorunları, çevre-belediye ilişkisi incelenmeye çalışılmıştır. Buna ek olarak birinci bölümde e-devlet kavramı, özellikleri, aşamaları gibi genel nitelikte açıklamalar yapılmaya gayret edilmiştir. Bu çalışmanın ikinci bölümünde e-belediye kavramı konu edinilmiştir. Bu anlamda tanım, amaç, faydalar, aşamalar, teknik altyapı ve ülkemizdeki e-belediye uygulama örnekleri değerlendirilmiştir. Çalışmanın üçüncü ve son bölümünde ise Elâzığ Belediyesi E-belediye Uygulaması incelenmeye çalışılmıştır. Söz konusu bölümdeki uygulamada yer alan sistemler şekillerle birlikte ayrıntılı olarak incelenmiştir.

The environmental problem stems from human behavior. Such problems do not only complicate and threaten human life. The environmental problem, which is the result of human behavior, threatens the life of all living things. In this sense, it is a fact that environmental services are of vital importance. Environmental policies and legislation cannot be regulated with a centralized understanding. Municipalities such as countries, international organizations and other local government institutions should be in the foreground. Environmental problems go beyond the local communities, cities, countries and even continents and therefore it is not possible to put these entities in the background. It provides guidance to municipalities in many aspects such as e-municipality applications, service delivery, new management approach and new employment opportunities. With this application, it is provided to manage the information and data related to the city with information and communication technologies based applications, to produce various information that will benefit the society from the data obtained and to provide this information to the service of the citizens effectively. In the context of e-municipality and environmental services, Elâzığ Municipality tried to adapt to today's conditions and Elâzığ Municipality implemented the E-municipality Application project and put it into service. In the first part of this three-part work consisting of environmental services of municipalities with environmental issues in Turkey, it has been studied environmental-municipal relationship. In addition, in the first part, general explanations such as e-government concept, features and stages have been tried to be made. In the second part of this study, the concept of e-municipality is discussed. In this sense, the definition, purpose, benefits, stages, technical infrastructure and e-municipality application examples in our country were evaluated. In the third and the last part of the study, Elazig Municipality E-municipality Application is tried to be examined. The systems in the application in this section are tried to be examined in detail with the figures.
