1592 TARİHLİ ŞAM EYALETİ MUHASEBE İCMAL DEFTERİ

Abstract

Tezimiz defterin başında yazılı olan icmal teriminden de anlaşılacağı üzere özet bir bütçedir. Defterin bilanço cetveli, gelirlerin toplamından yapılan harcamaların belirli bir usule göre tanziminden ibarettir. Şam Vilayeti'nin en büyük gelir kaynağı olan mukâta'alar deftere tahvîl başlığı atında kayd edillmiş olup en büyük gider kalemi ise Şam ve çevresinde görev yapan askerlere ödenen maaş ve bunların ihtiyaçlarını temin için yapılan masraflardır. Bu harcamalar mevâcib ve bahâ başlığı altında kayd edilmiştir. İncelediğimiz defterden Şam Vilayeti'nin idarî ve iktisadî yapısı hakkında önemli bilgiler edindiğimiz gibi dönemin yüksek kademede görevli şahıslarını tesbit etmemiz de mümkün olmuştur. Şam Vilayeti incelediğimiz dönemde bütçesi fazla veren vilayetlerden biri olduğu halde merkeze gönderilmesi gereken meblâğ vilayetin ihtiyaçlarını gidermek için yine mahallinde sarf edilmiştir.

II SUMMARY Our thesis is budget summary as seen the term icmal at the begining of the notebook. The balance-sheet notebook consists of sharing of the spendigs being done from the totals of incomes. Mukataa being the most important sourse of income of Damascus are recorded under the heading bond on the notebook and the most important outcome is the money being paid to the soldiers servicing Damascus and it's neighbourhood. These spendings are recorded under the headings of mevacib and baha. Not only we didn't find out very important information about the monatary and ministry of province Damascus but also we could find out the important people having very important people having very important posts of the term. Even if the provinces the budgetof vhich has much more money than needed, the money was spent in Damascus in order to pay for the needings of it.
