BİNALARDA ENERJİ TASARRUFU ÇALIŞMALARI: KAMUDAKİ EĞİTİM BİNALARI ÖRNEĞİ

Abstract

Enerjiyi verimli kullanma konusunda çalışmalar yapan Milli Eğitim Bakanlığı binlerce okulun yönetimini ve işletilmesini koordine etmektedir. Aynı zamanda bu eğitim kurumlarının enerji giderlerini de sağlamakla mükellef durumdadır. Bu nedenle, eğitim binalarında yapılacak en küçük enerji tasarrufu bakanlığın dolayısıyla devletin ekonomik olarak rahatlamasını sağlamış oluyor. Bu tez çalışmasında Milli Eğitim Bakanlığı bünyesindeki eğitim kurumlarından ikisi pilot okul olarak seçilmiştir. Bu okullara yapılan kapsamlı enerji verimliliği arttırma çalışmaları detaylarıyla sunulmuştur. Bu tezde, (i) okulların enerji tüketimleri, (ii) enerji verimliliğini arttırma önerileri analizi, (iii) yapılan çalışmalar sonucu artan enerji tasarrufu gibi durumlar detaylarıyla verilmiş ve öncesi-sonrası karşılaştırmaları yapılmıştır. Yenileme çalışmalarının sağladığı tasarruf ve amorti süreleri tespit edilmiştir. Örnek çalışma olarak Milli Eğitim Bakanlığına bağlı olan Adana Cumhuriyet İlkokulu ve Şanlıurfa Şehit Mehmet Uyar İlkokulu seçilmiştir. Yapılan yenileme çalışmaları neticesinde Adana Cumhuriyet İlkokulu'nda %11,2 Şanlıurfa Şehit Mehmet Uyar İlkokulu'nda ise %54 oranında enerji tasarrufu sağlanmıştır. Ayrıca, binaların mimari yapısı, inşa yılı, iklim koşulları ve kullanılan ısıtma-soğutma sistemlerindeki farklılıkların, enerji verimliliği sonuçları üzerinde doğrudan etkili olduğu gözlemlenmiştir.

The Ministry of National Education, which conducts studies on the efficient use of energy, coordinates the management and operation of thousands of schools. It is also responsible for providing the energy expenses of these educational institutions. Therefore, the smallest energy savings in educational buildings provide economic relief for the ministry and therefore the state. In this thesis, two of the educational institutions within the Ministry of National Education were selected as pilot schools. The comprehensive energy efficiency analysis applied on selected schools were presented in detail. (i) The energy consumption of the schools, (ii) the suugestions to enhance energy efficiency, and (iii) the energy consumption as a result of these studies were given in detail and before-after comparisons were made. The savings and amortization periods provided by the renovation studies were determined. Adana Cumhuriyet Primary School and Şanlıurfa Şehit Mehmet Uyar Primary School, which are affiliated with the Ministry of National Education, were selected as sample studies. As a result of the renovation works, 11.2% energy savings were achieved in Adana Cumhuriyet Primary School and 54% in Şanlıurfa Şehit Mehmet Uyar Primary School. Furthermore, it was observed that the architectural structure of the buildings, the year of construction, climate conditions and differences in the heating-cooling systems used have a direct impact on energy efficiency results.
