2013 OKULÖNCESI EĞITIM PROGRAMLARINDAKI KAZANIMLARIN UYGULAMADAKI ETKILILIĞINE ILIŞKIN ÖĞRETMEN GÖRÜŞLERININ INCELENMESI

Abstract

Bu araştırmanın genel amacı, 2013-2014 eğitim-öğretim yılında Milli Eğitim Bakanlığı tarafından uygulamaya konulan okulöncesi eğitim programlarındaki kazanımların uygulamadaki etkililiğinin değerlendirilmesi konusunda öğretmen görüşlerini değerlendirmektir. Bu bağlamda Batman il merkezinde bulunan, Milli Eğitim Bakanlığı'na bağlı, bünyesinde anasınıfı olan resmi ilkokullar ve bağımsız anaokullarında çalışan 78 öğretmenin görüşü alınmıştır. Görüşme kapsamında katılımcılara yarı yapılandırılmış sorular sorularak programın uygulamadaki etkililiği değerlendirilmiştir. Araştırmada nitel araştırma deseni kullanılmıştır. Araştırmanın verileri görüşme formlarıyla toplanmış, verilerin analizinde ise N-VIVO-8 programı kullanılmıştır. Araştırma sonucunda sorulan her bir soruya karşılık bir tema oluşturulmuş toplamda yedi tema meydana gelmiştir. Bu temalara bakıldığında; günlük eğitim akışının getirdiği farklılıklar, etkinlik planının kazanımları edinmeye etkisi, etkinlik türlerinin kazanım edinmede rolü, kazanım ve göstergelerin yeterliliği ve katkısı, programda güçlük çekilen yönler, programın uygulanmasında karşılaşılan sorunlar ve çözüm önerileri ve yeni programın eski programdan farkları şeklindedir. Bu temalar altında ulaşılan sonuçlara bakıldığında etkinlikler boyutunda değişikler olduğu, planın daha esnek, kullanışlı, sade, anlaşılır, uygulanabilir ve öğretmene esneklik sağladığı anlaşılmıştır. Ayrıca plan hazırlama ve değerlendirme boyutlarının değiştiği görülmüştür. Etkinlik planının; olumlu katkı sağladığı, kazanımlarla uyumlu olduğu ve öğretim sürecini sistematik hale getirdiği belirlenmiştir. Etkinlik türlerini katılımcıların büyük bir kısmı yeterli görürken bir kısmının ise yetersiz gördüğü, etkinlikleri birleştirmenin çocuğa katkı sağladığı ve çocuğa uygun olduğu tespit edilmiştir. Kazanım ve göstergelerle ilgili sonuçlara bakıldığında kazanımların yeterli olduğu, açık, anlaşılır, detaylı ve çocukların yaşına uygun olduğu sonucuna varılmıştır. Programın güçlük çekilen yönlerinin; değerlendirmenin fazla oluşu, yaş seviyesinin düşmesi, sınıf düzenin merkezlerin oluşumuna uygun olmaması ve plan hazırlama sürecinin zor olması şeklindedir. Programın uygulanmasında karşılaşılan sorunlar; materyal eksikliği, öğretmenlerin bilgilendirilmemesi, plan hazırlama sürecinin çok zaman alması ve yaş gruplarının karışık olmasıdır. Çözüm önerilerine ilişkin görüşlerde; öğretmenlerin program geliştirme sürecinde görüşleri alınması, öğretmenlerin uygulamadan önce iyi eğitilmesi, uygun sınıf ortamının düzenlenmesi ve değerlendirmenin tekrar düzenlenmesi en çok değinilen konulardır. Yeni programın eski programdan farklılıkları ise programın genel itibariyle daha detaylı, öğrenci merkezli, daha esnek ve daha uygulanabilir olduğu başlıca değişikliklerdendir.The aim of this study is to evaluate the teachers' views about the assessment of the efficiency in the application of Pre-School education program implemented by Ministry of National Education in the Academic Year of 2013-2014. In this sense, 78 teachers who are employed in public schools with nursery class and in the independent nursery schools in Batman that are connected to the Ministry of National Education were interviewed. Within the scope of the interview, the attendants are directed semi-structured questions and efficiency of the program is evaluated. In the study, qualitative research design is used. The research data are collected with interview forms, and N-VIVO-8 program is used in the data analysis. A theme is created for every question, and totally seven themes are composed. When these themes are analyzed, it is possible to see the differences caused by daily education flow, the impact of activity plan on the acquisitions, the role of activity types on the acquisition, the sufficiency and contribution of acquisitions and indications, the difficulties faced in the program, the problems encountered in the application process, solution proposals and the differences between the old and new program. When the conclusions are evaluated under these themes, it is understood that there are changes in the size of the activities, and the plan provides flexibility to the teacher in the course of teaching as well as being useful, neat, understandable and applicable. Besides, it is seen that the dimensions of the plan preparation and evaluation have changed. It has been determined that the activity plan contributes in a positive way and it conforms to the acquisitions and makes the teaching process more systematic. While most of the attendants have found the activity types as being satisfactory and combining the activities contributes the child's improvement, few of them have maintained that they are not adequate. When the conclusions about the acquisitions and indications are analyzed, it is concluded that the acquisitions are satisfactory, clear, understandable and detailed, and they are suitable for the children's ages. The difficult parts of the program are the low levels of ages, unsuitable class design, having a lot of evaluations and the difficulty of planning process. The problems encountered in the course of the implementation process are the lack of materials, not informing the teachers, long process of preparing a plan and the mixed aged groups. When the solution proposals are mentioned, the attention is mostly drawn to the fact that teachers should be informed of the plan and asked for their opinions, they should also be trained before the application. In addition to these, organizing a good class environment and renewing the evaluation part are the other important issues addressed. The main difference of the new program from the old one is that it is generally more detailed, student-centered, more flexible and more applicable.
