EĞİTİM ÖRGÜTLERİNİN ETKİLİLİĞİNİN ARTTIRILMASINDA YEREL YÖNETİMLER: ELAZIĞ İLİ ÖRNEĞİ

Abstract

Bu çalışmada, eğitim örgütlerinin etkililiğinin arttırılmasında yerel yönetimlerin öneminin ortaya konulması amaçlanmıştır. Bu çalışma için nitel araştırma yöntemlerinden fenomenoloji deseni kullanılmıştır. Araştırmanın çalışma grubunu, Elazığ Fırat Üniversitesi Eğitim Bilimleri Enstitüsü Eğitim Yönetimi Teftişi Planlaması Anabilim Dalında tezsiz yüksek lisans yapan 22 okul yöneticisi oluşturmaktadır. Veri toplamak için hazırlanan üç adet açık uçlu soru görüşleri alınmak üzere öğretmenlere sorulmuştur. Elde edilen verilerin analizinde nitel araştırmaları çözümlemede kullanılan içerik analiz yöntemi uygulanmış ve ifadelerin benzerliğine göre gruplandırmalar yapılarak temalar oluşturulmuştur. Okul yöneticilerinin görüşlerinden elde edilen sonuçlara göre; yerel yönetimlerin ekonomik desteği ile eğitim kalitesinin ve motivasyonun artacağını, hedeflere kolay ulaşılacağını, başarının artacağını, fırsat eşitliğinin oluşacağını, topluma faydalı bireyler yetişeceğini, verimim artacağını, öğrenci kalitesinin yükseleceğini belirtmişlerdir

In this study, it is aimed to reveal the importance of local governments to increase the effectiveness of educational organizations. For this study, phenomenological research design that is one of qualitative methods was used. The study group of the research consists of 22 school administrators doing a master’s degree at Elazıg Fırat University, Institute of Educational Sciences, the Department of Management, Inspection and Planning of Education. Three open-ended questions prepared for data collection were addressed to school administrators. In order to analyse the obtained data, the content-analysis method that is used for analysis of qualitative researches was applied and the expressions were grouped and hence the themes were created. In each theme, the school administrators’ opinions which attract attention were directly stated by quotations. According to the results obtained from the school administrators’ opinions; they stated that the quality of education and motivation with the economic support of the local governments will increase, easy to achieve the objectives, success will increase, consist of equal opportunities, individuals beneficial to society will grow, to increase efficiencies and quality of students will rise.
