AVRUPA BİRLİĞİ'NDE SPOR EĞİTİMİ POLİTİKALARI VE BU POLİTİKALARIN TÜRK SPOR EĞİTİM SİSTEMİNE UYUMU

Abstract

Küreselleşen dünyada yükseköğretim kurumları kültürün ve değerlerin gelişmesinde önemli bir yere sahiptir. Avrupa Birliği'ne üyelik sürecinde bulunan Türkiye'nin yükseköğretim kurumlarındaki akademik ve eğitimsel standartlarının Avrupa Birliği'ne üye olan ülkelerdeki yükseköğretim standartlarıyla uyum içerisinde olması büyük önem arz etmektedir. Bu doğrultuda, Türkiye'nin yükseköğretim düzeyinde spor eğitimi hizmeti veren kurumları, topluma daha iyi spor hizmeti sunabilmek için spor eğitimi sistemleri ve müfredat yapılarını yeniden gözden geçirmeleri gerekmektedir.Bu çalışmada, Avrupa ülkeleri ve Türkiye'nin yükseköğretim kurumlarındaki spor eğitimi sistemleri AEHESIS (Spor Bilimleri Eğitimini Avrupa Yükseköğretiminde Uyumlaştırma) Tematik Ağ Projesi kapsamında irdelenerek kavramsallaştırılmış, Türkiye'nin bu spor eğitimi sistemlerine ve Tematik Ağ Projesi sonuçlarına göre spor alanlarındaki müfredat yapılarına uyumu tartışılarak, bir dizi öneriler sunulmuştur.Çalışmada, kullanılan kavramların anlaşılmasına yardımcı olabilmek amacı ile konuyla bağlantılı Avrupa ülkeleri ve Türkiye ile ilgili genel bilgilere, Avrupa Birliği'ndeki eğitim ve spor politikalarına, AEHESIS Tematik Ağ Projesi'ne ayrıntılı olarak yer verilerek açıklanmıştır. Tematik Ağ Projesi kapsamında, Avrupa ülkeleri ve Türkiye'de yükseköğretim düzeyindeki spor eğitimi sistemleri ayrıntılı olarak ortaya koyularak karşılaştırılmış ve proje doğrultusunda Türkiye'nin spor eğitimi alanlarına ilişkin referans gösterilen müfredat yapılarına uyumu tartışılarak arkasından öneriler sunulmuştur.Sonuç olarak, Avrupa Birliği müzakere sürecinde olan Türkiye'nin yükseköğretim düzeyindeki spor eğitimi kurumlarında kapsamlı bir değişim süreci başlatması, spor eğitimi sistemlerini, spor eğitimi alanlarına yönelik müfredat yapılarını, Avrupa ülkeleri ile uyumlu hale getirmesi ve verilen önerilerin dikkate alınması gerektiği sonucuna varılmıştır.Anahtar Kelimeler: Avrupa Birliği, Türkiye, Yükseköğretim, Spor Eğitimi

In the global world, higher education instutions have an important role in the development of culture and values. During its membership process to European Union it is very important for Turkey?s higher education instutions to have a harmonious educational standart with the member countries. In this line, Turkey should review its curriculum structures and sport education systems in order to offer better sport facilities to the society with the institutions which gives sport training at the level of higher education.In this study, sport education systems in Turkey and European countries were examined and conceptualised within the context of AEHESIS (Aligning a European Higher Educational Structure In Sport Science) Thematic Network Project and a series of recommendations were presented by discussing the compliance of Turkey to the results of Thematic Network Project and to these sport training systems.In the study, general informations about Turkey and related European countries were given to help understanding of the concepts used in the study, and also a detailed AEHESIS Thematic Network Project was explained by mentioning education and sports policies in EU. Within the scope of Thematic Network Project, the sports education systems in higher education sector in Turkey and Europe were compared in detail. Turkey?s adaption to these curriculum structures that referred in line with the project was discussed and a series of recommendations were presented.As a result, it was concluded that Turkey, during its EU membership process, should initiate a process of comprehensive change in the sports education institutions in higher education sector and and should align its sport education systems and curriculum structures in line with the European countries and should take into account the given proposals.Key Words: European Union, Turkey, Higher Education, Sports Education
