II. MEŞRUTİYET DÖNEMİNDE OKUL ÖNCESİ EĞİTİM (1908-1918)

Abstract

Bu çalışmanın amacı eğitim programlarından okul öncesi eğitimin Osmanlı Devleti'nin II. Meşrutiyet döneminde hazırlık, uygulama ve tutumlar bağlamında geçirdiği süreci tarihi açıdan ortaya koymaktır.Osmanlı Tarihinin dönüm noktalarından biri olarak kabul edilen ve önemli sayılan II. Meşrutiyet döneminde, yaşamın gelişim ve eğitim açısından kritik zamanlarından biri olan okul öncesi eğitimin geçirdiği süreç ele alınmıştır.Modern okul öncesi eğitimin Osmanlı Devleti'nde ortaya çıktığı zaman olarak kabul edilen II. Meşrutiyet döneminde bu eğitim kademesinin resmi faaliyetlerde, öncü denilebilecek kişilerin faaliyetlerinde, azınlık ve yabancıların faaliyetlerinde, basılı eserlerde nasıl yer aldığı konu edinilmiştir.Araştırmanın kaynaklarını II. Meşrutiyet döneminde resmi makamlar tarafından oluşturulmuş belgeler, basılı eserler ile bu dönemde yayımlanmış yayınlar oluşturmaktadır. Bu kaynaklar ağırlıklı olarak Başbakanlık Osmanlı Arşivi, Beyazıt Devlet Kütüphanesi ve Ankara Milli Kütüphane koleksiyonlarından taranmış, ikincil kaynaklar yardımıyla betimlenerek araştırma metni oluşturulmuştur.Kaynaklardan ulaşılan sonuca göre II. Meşrutiyet döneminden önce azınlık ve yabancılar tarafından oluşturulup bu dönemde eğitim faaliyetlerine devam eden okul öncesi eğitim kurumları vardı. İlk resmi uygulamalar ise 1913 yılında bir ana mektebinin ve öğretmen yetiştiren kurumun açılması olmuştur.Bu alanda yetişmiş insan kaynakları olmadığı için hem öğretmen yetiştiren kurumda hem de okul öncesi eğitim kurumlarında azınlık ve yabancılara mensup kadın öğretmenlere görev verilmiştir.Bu dönemde okul öncesi eğitim savaşlar nedeniyele fazla gelişmese de kurumlarıyla, personeliyle, programıyla uygulama örnekleriyle bir altyapı oluşturulmuştur.

The aim of this study is to underline the historical process in terms of preparation, practise and attitudes of the Ottoman Empire at the 2nd Meşrutiyet period about the pre-school educationThe process of pre-school education that is critical period in terms of growing up an education. Has been studied at the 2nd Meşrutiyet period which is accepted as crucial and one of the turning points of the Ottoman History.The 2nd Meşrutiyet period which is accepted as the modern pre-shool education in the Ottoman. This education level points out how the so-called pioneers, formal activities, minority and foreigner activities take place during this period.The sources of this research consist of the formal documentaries, published works at the 2nd Meşrutiyet period by the formal authorities. These resources have been scanned mainly by Prime-ministry Ottoman Archive, Beyazıt State Library and Ankara National Library. The research text has been edited with the help of the secondary sources.According to the result taken from the sources. There were pre-school education activities which were done, performed by the minority and foreigners before the 2nd Meşrutiyet period. The first formal practices are the openings of a pre-school and a department bringing up the teachers in 1913.Since there wasn?t authorized human resources the froigner women teachers had been employeed. For pre-school and teaching to the teachers for pre-school.At this period although the pre-school education was developpedso much because of the wars. The base of the pre-school education was done with the teaching staff, programme the directorates and practise samples.
