DOĞU ANADOLU BÖLGESİNDE SEÇİLEN BAZI İLLERLE ELAZIĞ İLİNİN KAMU GELİRLERİ VE KAMU HARCAMALARI BAĞLAMINDA KARŞILAŞTIRILMASI

Abstract

Bu çalışma kapsamında, klasik iktisadi yaklaşımın, kamu gelir ve harcamalarına yüklemiş olduğu kamusal hizmetlerin karşılanması faktörü üzerinde durulmuştur. Bu çerçevede, Doğu Anadolu Bölgesi’nde seçilmiş bazı illerle Elazığ ilinin genel bütçe vergi tahakkuk ve tahsilât oranları ile merkezi yönetim gelir ve harcamaları dikkate alınmak suretiyle bir değerlendirme yapılmıştır. Çalışmada ayrıca vergi gelirleri içerisinde önemli bir paya sahip olan gelir vergisi, kurumlar vergisi, katma değer vergisi ve özel tüketim vergisi faal mükellef sayıları iller bazında ele alınmış, bu vergilerin merkezi yönetim bütçe gelirleri içindeki paylarının dönemler itibariyle gelişimi incelenmiştir

In this study, meeting the public service factors, which are public revenue and expenditure assigned by classical approach of economics, are dwelled on. In this frame, Elazığ province has been compared and evaluated with some other provinces chosen from Eastern Anatolia Region in the context of national budget, tax assessment and taxation ratio considering with centralized administration revenue and expenditure. In this study income tax, corporation tax, value-added tax and special consumption tax which have an important share in the tax revenue are also discussed on the basis of provinces and also the share of these taxes in the centralized administration budget receipts progress is investigated as of periods
