H. 1245-1247 (1830-1832) TARİHLİ 1960 NUMARALI TRABZON ŞER??YYE SİCİLİ'NİN TRANSKRİBİ VE DEĞERLENDİRİLMESİ

Abstract

Bu çalışmada Trabzon Eyâleti'ne ait H.1244-1247 / M.1828-1831 tarihli ve 1960/146 No'lu Trabzon Şer??yye Sicili'nin transkripsiyonu ve değerlendirilmesi yapılmıştır. Çalışmada evvela Kadılık müessesesi, Şer'îyye Mahkemeleri ve sicilleri hakkında bilgi verilmiş, daha sonra da bu sicil defteri içindeki sicil belgeleri özetlenip, konularına göre bunların tasnifi ve genel değerlendirilmesi yapılmıştır. Son olarak da Transkripsiyon metnine yer verilmiştir. Üzerinde inceleme yaptığımız 1960/146 Numaralı Trabzon Şer??yye Sicili, Osmanlı Devleti'nin bir taşra idâre bölgesi olan Trabzon'un 19. yüzyılın ikinci çeyreğindeki adli, idar?, siyâs?, asker?, sosyal ve iktisâd? durumunun tesbiti açısından önemli bir kaynaktır. Bu sicil defterindeki idar?, asker?, iktisad?, sosyal, adl? konuları içeren belgeler sayesinde, bölgede cereyan eden siyas? olaylar, bölgedeki kaza, nahiye, köy, mahalle isimleri, yaşayan halkın gündelik hayatı, devlet görevlileri ve nikâh akidleri, kölelerin durumları, adl? vak?âlar, tereke kayıtları, yiyecek, giyecek fiyatları, zirâ? ürünlerin ihracının yasaklanması, devletin altın ve parada sabit fiyat uygulamaları, dış ülke tüccarlarının aldıkları ticâr? imtiyazlar ve bunları temsil eden konsolosların durumları, çeşitli devlet vergilerinin toplanması, devlet me'mûrlarından görevini kötüye kullanan veya görevini ihmal edenlerin durumları ve halkla ilişkileri, camii, mescit ve menzilhânelerin durumları ve işleyişleri, Katolik Ermeni ve Ortodoks Rum din adamlarının sorunları, Asakîr-i Mansûre-i Muhammediye ordusunun masraflarının karşılanması, bölgede savaşan askerlerin kullandıkları silâh ve cephânelerin sayısal dökümü, savaş masraflarının karşılanması için toplanacak vergiler gibi konularda tespitler yapılmaya çalışılmıştır. Sicil defterinin hazırlandığı dönem, Sultan II. Mahmud'un saltanat dönemindeki,1828-1829 Osmanlı-Rus Savaşı ve Edirne Antlaşması'na rastlamaktadır. Bunun yanında bu dönemde Cezayir'in 1830'da Fransızlar tarafından işgali ve 1831'de Mısır Vâlisi Kavalalı Mehmet Ali Paşa'nın İsyanı başlamıştır.

In our work, the transcription and evaluation of the Trabzon Shar'iyyah Record, belonging to the Trabzon State, dated H.1244-1247 / M.1828-1831 and numbered 1960/146 were made. At the beginning of the study, some information was given about the institution of Kadi, the Shar'iyyah Courts and their registers, then the registry documents in this registry were summarized and classified and generalized according to the topics. The text of the transcription was also included. The Trabzon Shar'iyyah Record numbered 1960/146 that we examined is an important source for the determination of Trabzon's provincial administrative district of the Ottoman State in the second quarter of the 19th century in terms of judicial, administrative, political, military, social and economic status. By means of the documents containing the administrative, military, economic, social juducial, political events taking place in the region some determinations were made such as district accidents, towns, villages, neighborhood names, the daily lives of the people live there, the state officials, the marriage contracts, the situation of the slaves, judicial cases, tereke records, food and clothes prices. prohibition of export of agricultural products, the state's gold and fixed price practices on the money, the commercial concessions received by foreign merchants and the status of consuls representing them, the collection of various state taxes, the cases of those who abuse their duty or who neglect their duty from civil servants, the conditions and operations of the mosques, the masjids and menzilhs, the problems of Catholic Armenian and Orthodox Greek clergy, Payments of the expenses of the Asakîr-i Mansûr-i Muhammadiye army, the numerical breakdown of arms and ammunition used by soldiers fighting in the region, taxes to be collected to cover war costs. During the reign of Sultan Mahmud in 1828-1829 the Ottoman-Russian War and the Edirne Treaty were encountered. During this period, the occupation of Algeria by the French in 1830 and the anniversary of the Egyptian Mehmet Ali Pasha in 1831, Rebellion begins.
