EĞİTİM MÜFETTİŞİ, YÖNETİCİ VE ÖĞRETMEN GÖRÜŞLERİNE GÖRE KURUMSAL KARNE SİSTEMİNİN İLKÖĞRETİM OKULLARINDA UYGULANABİLİRLİĞİ (ELAZIĞ İLİ ÖRNEĞİ)

Abstract

Bu araştırma, eğitim müfettişi, yönetici ve öğretmen görüşlerine göre kurumsal karne sisteminin ilköğretim kurumlarında uygulanabilirliğini belirlemek amacıyla gerçekleştirilmiştir. Bu amacı gerçekleştirmek üzere, 2009-2010 eğitim-öğretim yılı, Elazığ ili merkez ilköğretim okullarında görev yapmakta olan yönetici, öğretmen ve müfettişler çalışmanın evreni olarak belirlenmiştir. Araştırmada betimsel tarama modeli kullanılmıştır. Araştırmanın örneklemini rasgele (random) örnekleme yöntemiyle belirlenmiş 110 yönetici, 340 öğretmen ve 20 müfettiş oluşturmaktadır. Çalışmada katılımcıların görüşlerini yansıtmak amacıyla bir kurumsal karne ölçeği hazırlanmıştır. Oluşturulan ölçeğin güvenirlik ve geçerliğini belirlemek amacıyla analizler yapılmış güvenirlik katsayısı Cronbach Alfa=0.963, standardize edilmiş değer=,965 olarak bulunmuştur. Ölçek araştırmacının kendisi tarafından bizzat okullara gidilerek, takip edilmiş ve elden toplanması sağlanmıştır. Veriler, SPSS 16.0 paket programı aracılığıyla çözümlenmiştir.Araştırma sonucunda görüşleri alınan yönetici, öğretmen ve eğitim müfettişlerinin kurumsal karne sisteminin ilköğretim kurumlarında uygulanmasına genel olarak olumlu baktıkları görülmüştür. Katılımcıların kurumsal karne ölçeğinde yer alan maddelere yüksek düzeyde katılmaları, kurumsal karnenin ölçekte yer alan maddelerle uygulanmasının okul performansını belirlemede ve geliştirmede etkili rol oynayacağı sonucunu ortaya çıkarmıştır.Anahtar Kelimeler: İlköğretim Okulu, Kurumsal Karne, Performans Değerlendirme

This study was carried out in order to specifying the opinions of the staffs working as manager, teacher and educational inspectors at the adaptation of balanced scorecard in primary schools. To perform that aim, in 2009 ? 2010, the staffs serving as manager, teacher and inspector at the primary Schools nearby center of Elazığ Province was determined as the population of this working. In the research, the descriptive survey model was used. The sampling subjects consisted of 110 managers, 340 teachers, 20 inspectors, which was specified by the Random Sampling Method. For the purpose of reflecting the viewpoint of participants, a balanced score card was prepared. In order to determine the reliability and validity of the scale analysis was been done and it was found reliability coefficient was Cronbach Alfa=0.963,standartize reference value was =,965. The data shows that scale was very reliable and valid that feature was. The researcher personally kept track of this scale and collected by going to the schools. The data was resolved by means of The SPPS 16.0 Software.At the end of this research, it was realized that the participants generally approve the implementation of the balanced score card. That the participants attend the matters in the institutional score scale and that the matters are implemented will be effective in terms of specifying the school performance and development.Key words : Primary school, Balanced Scorecard , Performance Evaluation
