AFETLERDE MÜLKİ İDARE AMİRLERİNİN ROLÜ: 24 OCAK 2020 ELAZIĞ DEPREMİ ÖRNEĞİ

Abstract

24 Ocak 2020 Elazığ-Sivrice depremi, son yıllarda ülkemizde meydana gelen en büyük ve sarsıcı afetler arasında yerini almıştır. Bu deprem sonrasında şehrin yeniden ihya ve imar çalışmalarında bulunmak üzere çok sayıda kamu görevlisi görevlendirilmiştir. Depremzedeler bu sarsıcı afet sonrasında haftalarca evlerine girememiş, kendilerine ivedi olarak tahsis edilen kamu tesislerinde her türlü ihtiyaçları devlet eliyle karşılanmak üzere misafir edilmişlerdir. Depremde evleri hasar gören veya yıkılan depremzedeler için de çadırkentler, konteynerkentler, kamu misafirhanelerinin kullanımı gibi birçok farklı uygulamaya gidilmiştir. Tüm bu süreçlerin planlanmasından sahada uygulanmasına kadar her alanda mülki idare amirlerinin koordinasyonu önem arz etmiştir. Mülki idare amirlerinin bu tarz afetlerde saha tecrübelerinin olması, önceden afet ile alakalı eğitimler almış olmaları ve görevleri gereği normal dönemlerde de sürekli vatandaşlarla iç içe olup sorun, şikayet ve talepleri alıp bunları çözüme kavuşturmaları gibi olgular sebebiyle mülki idare amirleri güçlü yanlara sahiplerdir. Bu nedenle, Elazığ depremi sürecinde yaptıkları başarılı çalışmaların tespit edilmesi ilerleyen süreçler için önem arz etmektedir. Bu çalışma kapsamında; mülki idare amirlerinin koordinasyonunda Elazığ depremi sürecinde kamu kurum ve kuruluşlarının yaptıkları hizmetler belirtilecek olup bundan sonra yaşanabilecek olan afetlerle alakalı önceden pozisyon almaya katkı sağlanacaktır.

In January 24, 2020 Elazig-Sivrice earthquake has taken its place among the biggest and most shocking disasters that have occurred in our country in recent years. After this earthquake, a large number of public officials were assigned to reconstruct and ameliorate the city. The earthquake survivors could not enter their homes for weeks after this shocking disaster and therefore they were hosted in the public facilities which are provided to them urgently, with all their needs met by the state. Many different accommodation practices have been made for earthquake victims whose houses were damaged or destroyed in the earthquake, such as tent cities, container cities and the use of public guesthouses. From the planning of all these processes to applying them in the field, the coordination of the governars at the provincial level has played the key role in all areas. Due to, Governars at the provincial level have field experiences in such disasters, have received disaster-related trainings in advance and due to their duties, they are constantly intertwined with the citizens in normal periods such as receiving problems, complaints and demands and resolving them, governars at the provincial level have strength. For this reason, it is important for the future to determine the successful works they have done during the Elazig earthquake. In this study; the services of public institutions and organizations during the Elazig earthquake process which were organized under the coordination of the Governars at the provincial level will be determined and it will contribute to taking a position in advance regarding the disasters that may occur in the future.
