CUMHURİYET DÖNEMİ ELAZIĞ VALİLERİ (1923-1950)

Abstract

Elazığ'ın 1923-1980 yılları arasındaki valilerini konu alan bu çalışma, bölgenin idari tarihine ve yönetim yapısına dair derinlemesine bir inceleme sunmayı amaçlamaktadır. İlk olarak, bu dönemde Elazığ Valiliği'nde görev yapmış olan valilerin kimlikleri, görev süreleri ve yönetsel politikaları detaylı bir şekilde ele alınacaktır. Bu valilerin dönemsel politikaları incelenerek, bölgedeki sosyal, ekonomik ve kültürel gelişmelere olan etkileri analiz edilecektir. Çalışma aynı zamanda, Elazığ'ın idari yapısındaki değişimleri ve bu değişimlerin valilerin dönemsel politikalarıyla nasıl ilişkili olduğunu açığa çıkaracaktır. Özellikle, bölgedeki yönetim anlayışının zaman içinde nasıl evrildiği ve valilerin bu değişimlere nasıl cevap verdiği önemli bir vurgu yapılacaktır. Bu bağlamda, valilerin gerçekleştirdiği projeler ve bölgedeki dönüm noktaları da detaylı bir şekilde ele alınacaktır. Ayrıca, çalışma bölgenin siyasi etkileşimlerini ve valilerin bu etkileşimlere yönelik stratejilerini inceleyecektir. Siyasi ortamın bölgedeki yönetim anlayışını nasıl şekillendirdiği ve valilerin bu ortama nasıl adapte olduğu üzerinde durulacaktır. Bu çerçevede, bölgenin yönetim stratejileri ve politikalarının siyasi dinamiklerle nasıl etkileşim içinde olduğu açıklığa kavuşturulacaktır. Son olarak, çalışmanın sonuç bölümü bölgedeki valilik dönemlerinin genel bir değerlendirmesini sunacak ve bu dönemlerin bölgenin idari yapısına olan uzun vadeli etkilerini tartışacaktır. Ayrıca, benzer bölgelerdeki valiliklerin incelendiği çalışmalarla karşılaştırarak genel bir çerçeve sunulacak ve bölgesel idarelerin genel bir analizi yapılacaktır. Bu çalışma, Elazığ'ın 1923-1980 dönemi valiliklerini mercek altına alarak bölgenin idari tarihine ışık tutmayı amaçlamaktadır. Elde edilen bulgular, bölgenin tarihine ve idari yapısına dair daha derin bir anlayış sağlayacak ve gelecek araştırmalara ışık tutacak önemli bir kaynak oluşturacaktır. This study, which focuses on the governors of Elâzığ between 1923 and 1980, aims to provide an in-depth examination of the administrative history and management structure of the region. First, the identities, terms of office and administrative policies of the governors who served in the Elâzığ Governorship during this period will be discussed in detail. The periodic policies of these governors will be examined and their effects on social, economic and cultural developments in the region will be analyzed. The study will also reveal the changes in the administrative structure of Elâzığ and how these changes are related to the periodic policies of the governors. In particular, an important emphasis will be placed on how the understanding of governance in the region has evolved over time and how governors responded to these changes. In this context, the projects carried out by the governors and the milestones in the region will be discussed in detail. Additionally, the study will examine the political interactions of the region and the governors' strategies towards these interactions. It will focus on how the political environment shapes the understanding of governance in the region and how governors adapt to this environment. In this context, it will be clarified how the management strategies and policies of the region interact with political dynamics. Finally, the conclusion of the study will present a general evaluation of the governorship periods in the region and discuss the long-term effects of these periods on the administrative structure of the region. Additionally, a general framework will be presented and a general analysis of regional administrations will be made by comparing them with studies examining governorships in similar regions. This study aims to shed light on the administrative history of the region by examining the governorships of Elâzığ between 1923 and 1980. The findings obtained will provide a deeper understanding of the history and administrative structure of the region and will constitute an important resource that will shed light on future research.
