PROJE EKİPLERİNDE BİLGİ YÖNETİMİ UYGULAMA STRATEJİLERİ

Abstract

Teknolojinin hızına, mevcut teknolojiyi geliştiren insanların bile yetişemediği global dünyada bilgi ve bilgiyi yönetmek, bir kenara atılamayacak kadar önemlidir. Organizasyonlar bilgiyi elde etmek kadar, sahip oldukları bilgiyi kullanmak ve doğru bir şekilde yönetmek konusunda da çeşitli stratejiler geliştirmek zorundadırlar. Bu sebepten ötürü, bilgi yönetimi kavramı son zamanlarda en çok araştırılan ve tartışılan konuların başında gelmektedir. Bu çalışmanın amacı, kâr amacı gütmeyen proje ekiplerinde bilgi yönetimi uygulama stratejilerini ortaya çıkarmaktır. Milli Eğitim Bakanlığına bağlı okullarda proje yöneticiliği yapan öğretmenlerin kendi proje ekiplerinde uyguladıkları bilgi yönetimi uygulama stratejilerini ve deneyimlerini derinlemesine araştırarak, bundan sonra yapılacak çalışmalarda proje yöneticilerinin kullanımına sunmak da hedeflenen bir diğer amaçtır. Çalışmada nitel yöntemler kullanılmıştır. Araştırma kapsamında, Elazığ İl Milli Eğitim Müdürlüğüne bağlı okullarda görevli dokuz proje yöneticisi ile görüşme tekniği kullanılarak, Ar-Ge ofisi çalışanlarıyla ise odak grup görüşme tekniği kullanılarak veri toplanmıştır. Elde edilen veriler değerlendirildiğinde, iletişimin etkin bir şekilde gerçekleştirilmesinin ve teknolojinin aktif kullanımının, bilgi yönetimi uygulama stratejilerinin uygulanması safhalarının tümünde öne çıktıkları görülmüştür. Proje ekiplerinin kendi ekiplerine yönelik eğitim ve geliştirme faaliyetleri ile örgüt içi iletişim ve bilgi paylaşımı ortamını oluşturdukları, bilgilendirme toplantılarıyla da bilginin örgüt içinde doğru ve etkin dağıtılmasının ve kullanımının sağlandığı görülmüştür.

In the global world, where even the people who develop the current technology cannot keep up with the speed of technology, managing information and knowledge is too important to be put aside. Organizations have to develop various strategies to use the information they have and to manage it correctly, as well as to obtain the information. For this reason, the concept of knowledge management is one of the most researched and discussed topics recently. The aim of this study is to reveal the knowledge management implementation strategies in non-profit project teams. Another aim is to research the knowledge management implementation strategies and experiences of teachers working as project managers in schools affiliated with the Ministry of National Education in their own project teams, and to present them to the use of project managers in future studies. Qualitative methods were used in the study. Within the scope of the research, data were collected by using the interview technique with nine project managers working in schools affiliated to the Elazig Provincial Directorate of National Education, and by using the focus group interview technique with the Research and Development office employees. When the data obtained were evaluated, it was seen that effective communication and active use of technology came to the fore in all phases of the implementation of knowledge management practice strategies. It has been observed that the project teams created an intra-organizational communication and knowledge sharing environment with training and development activities for their own teams, also the correct and effective distribution and use of knowledge within the organization was ensured through information meetings.
