SPOR HİZMETLERİ KONUSUNDA İRAN HALKININ BELEDİYELERDEN BEKLENTİLERİ

Abstract

Bu çalışma ileİran'daki Ardabil belediyesine bağlı halkın yerel yönetimlerden spor hizmetleri konusunda beklentilerin ortaya koymak, mevcut konularda mahalli idarelere verilen sporla ilgili görevler ışığında, belediyelerin sporla ilgili neler yapması gerektiği konusunda beklentileri belirlenmeye çalışılmıştır. Bu amaç doğrultusunda, halkın yerel yönetimlerden spor hizmetleri konusunda beklentileri konusunda öneriler geliştirilmeye çalışılmıştır. Araştırmanın ana kütlesi Ardabil belediyesi sınırları içerisinde yaşayan 420260 kişi oluşturmaktadır. Örneklem grup ise tesadüfü yöntemle seçilmiş 4700 (%1.1)katılımcıdan oluşmuştur. Araştırmanın verilerini toplamak amacıylasurvey yöntemi kullanılmıştır. Bu ankette, 3'ü demografik bilgi (cinsiyet, yaş, meslek) ve 26'sı kapalı uçlu olmak üzere, toplam 29 madde bulunmaktadır. Bu maddeler, 5'li likert tipi maddelerden oluşmuştur. Araştırmadan elde edilen verilerin çözümlemesinde frekans dağılımı, yüzde frekans, ortalamave değişkenler arasında anlamlı-anlamsız bir farkın olup-olmamasını belirlemek amacıyla X2 testinden yararlanılmıştır. Sonuç olarak, çalışmaya katılan gönüllü bireyler spor hizmetleri konusunda belediyelere büyük oranda sorumluluk vermekte olup, belediyelerin spor hizmeti götürürken, halkın ihtiyaç, beklenti ve taleplerini göz önüne alması gerektiği katılımcılar tarafından belirtilmektedir. Bireylerin büyük kısmı belediyelerin bu konuda yaptığı hizmetleri yeterli bulmazken, bu hizmetlerden yeterince faydalanamadıklarını ifade etmektedirler. Bu konuda belediyelerin tahsis ettiği kaynakların spor kulüplerine değil, herkes için spor bölümlerine tahsis edilebilir. Ayrıca, örneklem grubu, "günümüzde kent insanının doğal hareket ihtiyacının karşılanması bir problem haline gelmiştir", görüşünü savunmaktadırlar. Municipalities are as one of the most important people cooperation organizations in communities' bureau system. In this direction, the role of municipality management with a range view of various duties is very important including development activities, service, cultural and sports in developing of towns, healthy care and providing of facilities for citizen leisure times. The aim of this study is investigation and describing people's expectations from municipalities in the area of sport and recreational services. In the other words, it can help to clarify both sport significance as an effective relational way between citizen and municipalities and people expectations in relationship with this subject and the role of municipality that can be an effective in the promoting present situation. The method of present study has been as describing and measuring method and it has been data collection tool of questionnaire. The investigation statistical society of resident citizen is in the city area limits of Ardabil City- as province central of Ardabil İn Northwest of Iran with 420260 population-that 4700 people (%1.1) selected as statistical sample.Survey is used to collect the data of this study.Ther are 29 questions in the survey.Three of questions are confidential and likerd.These questions have 5 scales such as"always, often, sometimes, rarely, hardly" and"totally aggree, aggree, undecided, disaggree, totally against"X 2 test is used in analysıs of the collected data in order to understand if ther is a meaningful/meaningles difference between groups and the frequency distribution. The results showed that municipalities has a great responsibility in providing sport and recreational facilities in the point of view of people and performing of these duties can has an important influence in promoting municipality situation from the people view and also expansion of relationship between citizen and municipality. Also, according to other section from results, a great part of participations in this study didn't have favorite situation and they evaluated own profit rate from present facilities in this field in order to various difficulty in the low limit.
