İlköğretim Müfettişlerinin Soruşturma Görevi Yerine Getirirken Karşılaştıkları Sorunlar

Abstract

İlköğretim müfettişleri, eğitimde niteliği artırmak adına, bir yandan eğitim personeli ve kurum teftişi yaparken, diğer yandan yasalar çerçevesinde suç unsuru oluşturabilecek durumlara ilişkin soruşturma görevini yürütürler. Bu araştırma, 2009-2010 eğitim-öğretim yılında Kahramanmaraş’ta görev yapan ilköğretim müfettişlerinin soruşturma görevlerini yerine getirirken karşılaştıkları sorunları ortaya koyabilmek amacıyla gerçekleştirilmiştir. Kahramanmaraş Milli Eğitim Müdürlüğü bünyesinde görev yapan 63 ilköğretim müfettişi ve yetkili kılınmış müfettiş yardımcımsı bulunmaktadır. Araştırmada çalışma grubunu, bu müfettişlerden görüşmeyi kabul eden 27 kişi oluşturmaktadır. Araştırma niteliksel bir çalışma olup, müfettiş görüşleri yüz yüze görüşme tekniği aracılığı ile alınmıştır. Görüşmede müfettişlere yarı yapılandırılmış dokuz soru yöneltilmiş ve alınan yanıtlar, araştırmacı tarafından not alma yolu ile kaydedilmiştir. Verilerin çözümlenmesinde her bir soruya verilen yanıtlar analiz edilerek, ortak temalar oluşturulmuş ve bu temalar çerçevesinde görüşler tekrarlanma sıklıklarına göre değerlendirilerek yorumlanmıştır. Ulaşılan sonuçlar, ilköğretim müfettişlerinin, soruşturma görevi süresince, soruşturmanın niteliğini olumsuz etkileyebilecek birçok sorun yaşadıklarını göstermektedir. Ulaşılan sonuçlar eşliğinde, soruşturma sürecindeki sorunların giderilmesine yönelik birtakım önerilere yer verilmiştir

For the sake of providing effectiveness in education, while primary school supervisors have carried out their supervising and guiding tasks for educational staff and the school itself, they at the same time have run their investigating tasks related to the situations that constitute criminal offense. This research was done to determine the problems primary school supervisors confronted during the investigation process in 2009-2010 instructional year in Kahramanmaraş. There are 63 primary school supervisors working in Kahramanmaraş. The study group in that research comprises 27 primary school supervisors who accepted to be interviewed from the whole This research is a qualitative study in which the views of the primary school supervisors were taken by interview technique. Nine semi-structured questions were directed to each supervisor in the interview and the replies were recorded through writing by the researcher. The responses were analyzed by forming themes and the views were interpreted along with these themes according to frequencies. The obtained results revealed that during the investigation process, primary school supervisors were exposed to various problems that might produce negative effects for their jobs. To overcome these problems, some recommendations were made concomitant with the obtained results
