KADINLARIN SİYASİ YAŞAMA KATILIMINDA KADIN KOLLARI

Abstract

Çalışmanın temel amacı; Türk toplumunun bugününe ve geleceğine yön veren Türk siyasetçileri arasında kadın siyasetçilerin, siyasi yaşama katılımları ve siyasi yaşama katılımlarına etki eden faktörler ile siyasi partilerde kadın kolları vasıtasıyla, siyasi katılımda bulunan kadınların, siyasi arenada ne derece yer edinebildikleri, ne kadar etkin olabildikleri ve siyasi katılımdan elde ettikleri kazanımları sosyolojik açıdan incelemektir. Türk kadınının Cumhuriyet'in kuruluş yıllarından bugüne değin kazandığı hakların yanı sıra kamusal ve devlet alanlarında yeteri kadar yer alamadığı bir gerçektir. Bugün, Türkiye Büyük Millet Meclisi'nde 79 kadın milletvekili bulunmaktadır. Kadınların mecliste temsil oranı, % 14,3'tür. Oysa bazı Dünya devletlerinde ortalama olarak % 48 oranında kadın temsilinin gerçekleştiği bir süreç yaşanmaktadır. Türkiye Cumhuriyeti'nde, kadınların özellikle siyasal yaşamda yok denecek kadar az yer almaları ciddi ve güncel bir sorundur. Bu nedenle, anayasal ve yasal anlamda yapılması gereken değişikliklerin ivedilikle gerçekleştirilmesi gerekmektedir. Türkiye'de kadınların siyasetteki eksik temsiline önlem olarak ilk defa CHP bünyesinde, sonrada diğer partilerde oluşturulmuş bulunan siyasi partilerin kadın kolları, kadınları siyasal yaşamda aktif hale getirme amacı taşımaktadır. Ancak kadınların karar alma mekanizmalarında yeteri kadar yer almaması ve dolayısıyla siyasetteki temsil eksikliği, halen Türkiye'de en önemli kadın sorunları içerisinde yer almaktadır. Bu doğrultuda hazırlamış olduğumuz bu tez, Türk siyasetinde yer alan üç büyük siyasi parti olan Adalet ve Kalkınma Partisi'nin (AKP), Cumhuriyet Halk Partisi'nin (CHP) ve Milliyetçi Hareket Partisinin (MHP) kadın kollarında faaliyette bulunan kadınların demografik özelliklerini, siyasi faaliyetlerini, siyasi faaliyetlerini etkileyen faktörleri incelemeyi amaçlamaktadır. Malatya örneği ve üç büyük siyasi parti ile sınırlandırdığımız çalışmamızda sosyo-kültürel ve demografik açıdan Malatya'nın özellikleri ve siyasi parti kadın kollarının yaşadıkları sorunlar, kadınların siyasette aday olması ve seçilmesinin önündeki engeller araştırılarak, bu sorunlara ilişkin toplumsal hayattaki gelişmeler ve yasal anlamda kazanımlar tespit edilmiştir. Çalışmamızdan elde ettiğimiz sonuçlara dayanarak, kadınların siyasi parti kadın kolları içerisinde cinsiyet rolleri ile paralel bir siyasal katılım göstererek, (göstermek zorunda bırakılarak) asıl yönetim kademelerine destek birimleri konumunda bulunduklarını ifade edebiliriz. The main purpose of the present study is to examine from a sociological perspective the participation of women in political life among Turkish politicians who are directing the today and future of Turkish society and factors that influence their participation in political life and to determine to what extent women politicians can attain a political place in political arena, how they can be effective and finally to investigate the gains they have achieved from political participation It is a reality that Turkish women could not get enough share from public and government areas besides the rights they have gained from the years of establishment of the Republic. There are total 79 female deputies in Grand National Assembly of Turkey. The women's representation ratio in the parliament is % 14.3. However, there is a process in the world in which the average women representation is of 48%. It is a serious and a current problem that the participation of women in political life in Republic of Turkey is almost negligible. Therefore, it is urgent that the necessary amendments to the constitutional and legal means should be carried out immediately. The inadequate representation of women in politics in Turkey has been compensated for the first time as a measure within the CHP, and then the other parties created their women's branches; their intention is to make women active in political life. But due to inadequate decision-making of women and therefore the lack of representation in politics, it is still among the most important women's issues in Turkey. This thesis, which is prepared in this direction, aims to investigate demographic characteristics, political activities and the factors that affect political activities of those women who are in the women's branch of the three largest political party, namely the Justice and Development Party (AKP), the Republican People's Party (CHP) and the Nationalist Movement Party (MHP) in Turkish politics. In Malatya sample and our study restricted to the three major political parties, the socio-cultural and demographic aspects of Malatya features and political parties, the problems experienced by women in women's branch in politics, the obstacles in front of the nomination and election of women have been investigated, and the these issues related to social life, development and legal means and gains have been identified. Based on the results obtained from our study of women in women's branches of political parties, we can state that women are forced to show a political participation / forced political participation parallel to their gender roles and are in a position of management support unit.
