BULUT BİLİŞİM TEKNOLOJİLERİNİN YEREL YÖNETİMLERDE KULLANILMASI

Abstract

Bilgi teknolojisindeki dönüşümler ve teknolojinin sağladığı eylem hızı tüm dünyada yeni bir küresel düzen inşa etmiştir. Teknoloji vasıtasıyla yaşanan değişimler devletler aracılığıyla insan yaşamını kolaylaştırmış kamu yönetimi ve onun doğal bir sonucu olan kamu hizmetlerinde de bir değişim ve dönüşümü beraberinde getirmiştir. Devlet yapılarındaki değişim ile birlikte kamusal hizmetlerin sunumuda değişmiş ve bu gereksinimin bir sonucu olarak bulut bilişim kavramı gündeme gelmiştir. Bulut bilişim, bir internet ağı ile isteğe bağlı olarak her zaman her yerde erişime imkân sağlayan bir teknoloji olmakla birlikte kamu yönetiminde ve bunun bir yansıması olan yerel yönetimlerde etkin, hızlı, güvenli ve düşük maliyetli bir hizmet anlayışını ön plana çıkararak bilgi ve iletişim teknolojilerinin en güncel hizmet alanlarından biri olmuştur. Hızla ilerleyen teknolojiyle birlikte yerel yönetim birimlerinde bilişim ihtiyacı giderek artmış, artan bu ihtiyaçların karşılanabilmesi için bulut bilişime gereksinim doğmuştur. Bulut bilişim bilgi ve veri paylaşımını kolaylaştıran, hızlı ve esnek yapısıyla bilişim sistemlerini geliştiren ayıca kullandığın kadar öde miktarıyla maliyeti düşüren bir teknolojilerdir. Bu çalışmada bulut bilişim teknolojisinin yerel yönetimlerde kullanılmaya başlanmasıyla birlikte vatandaşlara sağladığı hizmetler bütününde ne gibi farklılıklara neden olduğu göz önünde tutularak, farkındalığın artırılması ve eksikliğin giderilmesine yönelik öneriler sunulup, bulut teknolojilerinin avantajlarına ve dezavantajlarına değinilecektir.

Transformations in information technology and the speed of action provided by technology have built a new global order all over the world. Changes experienced through technology have facilitated human life through states, and have brought about a change and transformation in public administration and its natural result, public services. With the change in government structures, the provision of public services has changed and the concept of cloud computing has come to the fore as a result of this need. Although cloud computing is a technology that allows access anytime and anywhere with an internet network, it is the most up-to-date information and communication technologies by emphasizing an effective, fast, secure and low-cost service approach in public administration and local governments as a reflection of this. became one of the service areas. With the rapidly advancing technology, the need for informatics has also increased in local government units, and the need for cloud computing has arisen in order to meet these increasing needs. Cloud computing is a technology that facilitates information and data sharing, and reduces costs with the pay-as-you-go amount while developing information systems with its fast and flexible structure. In this study, the advantages and disadvantages of cloud technologies will be mentioned, while offering suggestions for raising awareness and eliminating the deficiency, considering what kind of differences it causes in the whole of the services it provides to citizens with the use of cloud computing technology in local governments.
