DİJİTAL GÖRÜNTÜLER İÇİN GÜVENLİ SIKIŞTIRMA ALGORİTMALARI GELİŞTİRME

Abstract

Tez çalışması bilgisayar bilimlerinin önemli bir çalışma dalı olan veri sıkıştırma konusu ile ilişkilidir. Verilerin etkin bir şekilde sıkıştırılması sayesinde verinin etkin bir şekilde iletimi, işlenmesi ve depolanması sağlanmış olacaktır. Bu sayede veri depolama maliyetlerinin önemli ölçüde azaltılması ve büyük bir ekonomi oluşturulması öngörülmektedir. 7 Nisan 2016 tarihinde yayımlanarak yürürlüğe giren 6698 sayılı Kişisel Verilerin Koruması Kanunu (KVKK), Anayasada öngörülen başta özel hayatın gizliliği olmak üzere temel hak ve özgürlüklerin korunması, kişinin mahremiyet hakkının korunması, kişinin bilgi güvenliği hakkının korunmasını güvenceye almaktadır. KVKK, kişisel verilerin işlenmesinin kontrol altına alınmasını, kişisel verileri işleyen gerçek ve tüzel kişilerin yükümlülüklerini ve uyacakları usul ve esasları belirlenmesini sağlamayı hedeflemektedir. Tez çalışması kapsamında önerilen şifreleme ve sıkıştırma süreçlerinin eşzamanlı gerçekleştirilmesi mimarisi sayesinde KVKK kanunu kapsamında belirlenen gereksinimlerin adreslenmesi için çeşitli katkılar sunması beklenmektedir.

The thesis work is related to data compression, which is an important branch of computer science. Thanks to the effective compression of the data, efficient transmission, processing and storage of the data will be ensured. In this way, it is foreseen that the data storage costs will be significantly reduced and a great economy will be created. The Law on Protection of Personal Data (KVKK) No. 6698, which was published and entered into force on April 7, 2016, guarantees the protection of fundamental rights and freedoms, especially the privacy of private life, the protection of the individual's right to privacy, and the protection of the individual's right to information security. KVKK aims to control the processing of personal data, to determine the obligations of natural and legal persons processing personal data and the procedures and principles to be followed. Thanks to the architecture of simultaneous realization of encryption and compression processes proposed within the scope of the thesis, it is expected to make various contributions to addressing the requirements determined within the scope of KVKK law.
