Abstract

VI ÖZET YÜKSEK LİSANS TEZİ YAKINÇAĞDA OSMANLI TİCARET POLİTİKALARI Nazan DEMİR Fırat Üniversitesi Sosyal Bilimler Enstitüsü 2002, Sayfa: 102 Osmanlı Devleti 'nin Yakınçağ İktisat politikaları ihracatı değil ithalatı benimseyen gelenekçilik ilkesiyle, siyasi varlığını sürdürme çabasıyla verdiği ticari tavizlerle, batının belirlediği çizgide gelişen zorunlu politikalar olarak ortaya çıkmıştır. Batının ticareti geliştirip, sanayinin hızla gelişmesini ve altın-gümüşün stokunu sağlayan Merkantilist Politikanın aksine Osmanlı Devleti ticareti arttırmak yerine sürekli vergileri arttırmıştır. Böylece ticaret sürekli gerilemiş, batı kapitalizminin açık pazarı durumuna gelmiş sanayi çökmüş, ucuz olarak gelen mamul mallar halkın tüketim duygusuyla da birleşince ekonomik sıkıntılar, mali buhranlar, Osmanlı'yı borç batağına sürüklemiş, mali tutsaklığımızı belgeleyen Duyû-u Umumiye (Genel Borçlar İdaresi) ile yer altı ve yerüstü zenginliklerimize Avrupalı alacaklılarımız tarafından el konulmuştur. Osmanlı Devleti'nin son dönemleriyle günümüz Türkiye'sinin iktisat politikaları hemen hemen aynı gibidir. Sürekli borç almamız, Avrupa mallarının pazarlarımıza hücumu, yerli üretimin durması, kepeklerin kapanması vs... yabancı sermayenin gücünü arttırması tarihin tekerrüründen mi ibaret olduğu sorusunu akla getirmektedir. VII SUMMARY Masters Thesis THE COMMERCIAL POLITICS OF OTTOMAN EMPIRE IN THE NEAR AGE Nazan Demir Fırat University Graduate School of Social Sciences 2002, 102 Page Ottoman Empire's economical politics in the near age occured as unavoidable politics in the control of west because of the following reasons: First of all the economical politics as a traditional principle based on importation but not exportation. Secondly, ottoman Empire made economical concessions in order to maintain its diplomatic presence. Ottoman Empire increased the taxes freqvently instead of increasing the trade when the western countries were devoloping the trade and industry very rapidly, and at the some time they were stocking gold and silver due to Mercantilist politics. As a result of these reasons the trade of ottoman worsened and the industry fell dawn and the country become an open market for western capitalism. The cheaply imported goods connected with the nation's feeling of luxurious consumption resulted in economical crisis and financial straits. The European creditors had our underground and overground wealth and also The General Loan Office ( Duyûn-u Umumiye) confiscated by Ottoman Empire Which was the cleciest proof of our economical dependency. Turkey's topical commercial polities are nearly the some with the Otaman Empire's economical polities of last period. Our borrowing Money frequently and the rush of European goods to our market, and the stop of thenational production, and the closing of factories, and the frequent increase in the power of foreign capital brings to minds the very important question that: " Is history repeating itself?"
