Okul Yöneticilerinin Seçilme ve Atanma Kriterlerine İlişkin Öğretmen Görüşlerinin Değerlendirilmesi

Abstract

Bir okulun etkililiğinin sağlanmasında okul yöneticilerinin etkisi oldukça yüksektir. İyi bir okul yöneticisinin kurumu amaçları doğrultusunda başarılı bir şekilde yönetmesi, kurum paydaşlarını ortak hedef doğrultusunda harekete geçirmesi beklenir. Bu nedenle okul yöneticilerinin seçilme ve atanması büyük öneme sahiptir. Bu araştırmada okul yöneticilerinin seçilme ve atanma kriterlerine ilişkin öğretmen görüşleri belirlenmeye çalışılmıştır. Araştırmada elde edilen sonuçlar, okul yöneticilerinin hangi kriterlere göre seçilmesi ve atanması gerektiği hakkında ilgililere ışık tutması açısından önemli görülmektedir. Araştırma nitel desenlenmiştir. Araştırmada “içerik analizi” yapılmıştır. Araştırmanın çalışma grubunu Elazığ il merkezindeki 5 eğitim bölgesinde görev yapan 45 öğretmen oluşturmaktadır. Öğretmenlerin görüşlerini almak üzere veri toplama aracı olarak 5 adet açık uçlu sorudan oluşan bir görüşme formu kullanılmıştır. Öğretmen görüşlerinden elde edilen sonuçlarda, okul yöneticilerinin seçilme ve atanma ölçütlerinin öğretmenler tarafından yeterli bulunmadığıdır. Bir okul yöneticisinde olması gereken en önemli ölçütlerin, okul yöneticisinin eğitim düzeyi, mevzuat bilgisi, mesleki gelişimi, kendini yetiştirme ve yenilemesi, eğitim yönetimi alanında eğitim almış olmasıdır. Okul yöneticilerinin seçme ve atama yetkisinin MEB merkez teşkilatında olmasının daha objektif sonuçlar doğuracağı; okul yöneticilerinin eğitim yönetimi mezunu öğretmenler arasından Bakanlık tarafından yapılacak objektif bir yazılı sınav ve mülakatla seçilmeleri gerektiği, okul yöneticisinden liderlik yeteneğine ve etkili bir iletişim becerisine sahip olmasının istendiği görülmektedir

The effect of school administrators to the realization of effective school is quite high. A good school administrator for the purposes of the institution, to manage a successful institution is expected to pass the transaction in accordance with the common target stakeholders. For this reason, the selection and appointment of school managers is of great importance methods. The results of the research, selection and assignment criteria according to which school administrators concerned about what seems important to shed light on. The study was qualitative. Research, "content analysis" is made. The study group consists of 45 teachers who served in 4 training zone in Elazığ city center. To get the views of teachers, an interview form which consisting of 5 open-ended questions used as a means of data collection tool. As a result of research, for teachers, school administrators are not sufficient criteria for the selection and appointment of the opinion that the judge, the most important criteria that should be a school manager, school administrator's level of education, legislation, information, professional development, self-cultivation and renewal, to be trained in the field of educational administration that issues such as; Ministry of National Education is the central organization of school administrators the authority of selection and appointment being more objective consequences; educational administration graduate from school administrators, teachers selected by the Ministry, should be an objective written test and interview, the administrator of the school leadership and the ability to have effective communication skills are desired
