6 Şubat Kahramanmaraş Merkezli Depremlerde Yapılan Müdahale Çalışmalarının Yönetişim Perspektifinden Değerlendirilmesi

Abstract

6 Şubat 2023'te Merkez üstü Elbistan ve Pazarcık olan Kahramanmaraş merkezli depremler, Türkiye Cumhuriyeti tarihindeki en büyük ve en yıkıcı afetlerden biri olarak kaydedilmiştir. “Asrın Felaketi” olarak nitelendirilen bu afetler, geniş bir coğrafyada ağır yıkıma yol açmış; yalnızca Türkiye’yi değil, başta Suriye olmak üzere bölgedeki diğer ülkeleri de derinden etkilemiştir. Depremlerin yol açtığı tahribat, yalnızca fiziksel kayıplarla sınırlı kalmamış; ekonomik ve psikolojik etkileriyle toplumu derinden sarsarak toplumsal hafızada kalıcı izler bırakmıştır. Bu büyük felaket, Türkiye’nin afet yönetim sistemindeki yapısal eksiklikleri gözler önüne seren acı bir tecrübe niteliğindedir. Kriz yönetimi, koordinasyon ve karar alma süreçlerinde yönetişim ilkelerinin kritik önemi bu süreçte bir kez daha açıkça ortaya çıkmıştır. Bu doğrultuda, afet yönetim mekanizmasının daha etkin, şeffaf ve kapsayıcı bir yapıya dönüştürülmesi kaçınılmaz bir gereklilik hâline gelmiştir. Bu çalışma, Kahramanmaraş depremlerini yönetişim perspektifinden ele alarak afet yönetimi süreçlerinde katılımcılık, hesap verebilirlik, şeffaflık ve çok paydaşlı iş birliği ilkelerinin etkisini değerlendirmektedir. Afet sonrası süreçlerde tespit edilen eksiklikler ayrıntılı bir şekilde analiz edilerek, bu eksikliklerin giderilmesine yönelik yönetişim temelli iyileştirme önerileri sunulmakta ve gelecekte daha etkin afet yönetimi politikalarının oluşturulmasına katkı sağlanması amaçlanmaktadır.

The earthquakes that struck on 6 February 2023, with their epicentre in the Pazarcık and Elbistan districts of Kahramanmaraş, have been recorded as one of the largest and most destructive disasters in the history of the Republic of Turkey. Described asthe ‘Disaster of the Century ’, these disasters caused severe destruction in a wide geography and deeply affected not only Türkiye but also other countries in the region, particularly Syria. The devastation caused by the earthquakes was not limited to physical losses; it deeply shook the society with its economic and psychological effects and left permanent traces in the social memory. This great disaster is a bitter experience that reveals the structural deficiencies in Türkiye's disaster management system. The critical importance of governance principles in crisis management, coordination and decision-making processes has once again become evident in this process. Accordingly, it has become an inevitable necessity to transform the disaster management mechanism into a more effective, transparent and inclusive structure. This study evaluates the impact of the principles of participation, accountability, transparency and multi-stakeholder cooperation in disaster management processes by addressing the Kahramanmaraş earthquakes from a governance perspective. The deficiencies identified in the post-disaster processes are analysed in detail and governance-based improvement suggestions are presented to overcome these deficiencies and it is aimed to contribute to the formulation of more effective disaster management policies in the future
