30 NUMARALI MÜHİMME DEFTERİ [S.248-370] (TRANSKRİPSİYON, BELGE ÖZETLERİ VE DİZİN)

Abstract

Osmanlı Devleti'nde Divân-ı Hümâyûn'da tutulan defterlerin en önemlilerinden biri Mühimme Defterleri'dir. Divanda görüşülen ve devletin iç ve dış meselelerine ait siyasî, askerî, idarî ve iktisadî bakımdan önemli bulunan konular reisü'l-küttâb başkanlığındaki bir kâtibler heyeti tarafından bu defterlere kaydedilmiştir. Üzerinde çalıştığımız 30 Numaralı Mühimme Defteri (s.248-370) 1577 yılına ait bir defterdir. Özellikle eşkıyalık faaliyetleri başta olmak üzere bazı kalelerin yapım ve onarımı, İstanbul'un et iâşesinin temin edilmesi, bazı sancakbeylerinin atamaları, şehir ve kasabaların muhafazası gibi bir takım konuları ihtiva etmektedir. Sözkonusu defter, dönemine ilişkin aydınlatıcı bilgiler içermektedir. Bu çalışmada, 30 Numaralı Mühimme Defteri'nin 248 ile 370. sayfaları arasının transkripsiyonu yapılıp hüküm özetleri çıkarılmıştır. Daha sonra defterin tanıtım ve değerlendirmesi yapılmış ve tezin son kısmına ise dizin eklenmiştir. Anahtar Kelimeler: Osmanlı Devleti, Mühimme, Eşkıya, İâşe, Kale

One of the most important boks kept in the Ottoman Empire in the Divan-i Humayun are Mühimme Books. Issues which were discussed in the Divan and important political, military, administrative, and economic issues of the state about domestic and international were recorded by a committee of clerks under chairman ship the control reisü'l-küttab. We have worked on No. 30 Mühimme Book (s.248-370) is a book of 1577 year. This book comprises a number of issues especially some of banditry, construction of the some castle sand their repairment activities, ensuring of meat expenses of Istanbul, assignments of some sancakbeys, preservation of city and towns. The book contains enlightening information about the period. In this study, a transcription of the pages between 248 and 370 of Mühimme Book Number 30 were made and judgment summaries were issued. Then the introduction and evaluation of the book were made and the index was added by the end of the thesis. Keywords: Ottoman Empire, Mühimme, Bandits, Expense, Castle
