YEREL BASIN-SİYASET İLİŞKİSİ VE HABERDE TARAFSIZLIK: 12 HAZİRAN 2011 GENEL SEÇİMLERİ ÖRNEK OLAY İNCELEMESİ

Abstract

Siyaset kurumu, tarihin her döneminde basın üzerinde egemenlik kurmaya çalışmış ve çoğu zaman başarılı olmuştur. Basın, siyasal sistemlerin gereklerine göre şekillenmiş ve her farklı siyasal sistemde değişik görevler icra etmek gayesiyle programlanmıştır.Ulusal basın kadar yerel basın da, siyasetin temsilcileri tarafından bir şekilde kullanılmak istenmiştir. Özellikle seçim dönemlerinde yerel basın, siyasiler tarafından, topluma ulaşmak ve ikna etmek için geçilmesi gereken bir köprü olarak görülmüştür. Bununla birlikte, yerel basının, demokratik anlayışın tesis edilmesi için de gerekli olduğu unutulmaması gereken bir gerçektir.Basında tarafsızlık ilkesi ise, basın ve siyaset ilişkilerinin tartışılmasının belki de en önemli nedenidir. Basın etiğinin en çok tartışılan öğesi olan tarafsızlık ilkesi, basın ve siyaset arasındaki etkileşimde de belirleyici olmaktadır.Bu çalışmada, yerel basın ile siyaset arasındaki ilişki, tarafsızlık ilkesi ile harmanlanarak ele alınmakta ve tarafsızlığın mümkün olup olmadığı sorusuna yerel düzeyde bir cevap aranmaktadır.Anahtar kelimeler: Gazetecilik, basın ve siyaset, yerel basın, basın etiği, tarafsızlık.

Political institutions, worked in every period of history to establish sovereignty over the press and has been successful in most of the time. The press, political systems are shaped according to the requirements and the purpose of each of the different political system is programmed to perform different tasks.The local press as the national press, politics, the representatives were asked to use. Local press, especially during election periods, by politicians, to convince the community to achieve and was seen as a bridge to cross. However, the local media is necessary for the establishment of democratic understanding, a fact that should not be forgotten.The principle of impartiality in the press, the press and perhaps the most important reason for the discussion of political relations. The neutrality of the most controversial element of the principle of press ethics is the decisive factor in the interaction between press and politics.In this study, the relationship between local media and politics, blended with the principle of neutrality and impartiality are considered possible answer to the question of whether at the local level is required.Key words: Journalism, media and politics, the local press, media ethics, neutrality.
