Abstract

Osmanlı Devleti'nde dîvân-ı hümâyûn'da görüşülüp karara bağlanan ve padişahın tasdikinden geçen siyâsî, idârî, askerî, mâlî, örfî, şer'î, ictimâî işler; şikâyet ve davaların görüşülüp kaydedildiği defterlere "Mühime Defterleri" adı verilmiştir. XVI. ve XVIII. yüzyıllar arasında en önemli kaynak, belge niteliği taşıyan mühimme defterleri içerdiği konular bakımından Osmanlı Devleti'nin merkez ve taşra teşkilatı ile ilgili bilgiler vermektedir. Bununla birlikte ahali arasında cereyan eden hukuki mevzuat ve meselelerin halinde takip edilen yol ve usûl, tevcihler, aziller, tımar ve zeamet sistemleri, harp tarihine dair kilit noktalar, bir harbin seyri ve geri planı, sınır boylarındaki faaliyetler, beldelerin sosyal ve kültürel yapısı ve ilmî faaliyetler gibi birçok önemli konu hakkında bilgi sahibi olmak mümkündür. Bu geniş kapsamlı arşiv kaynağından 23 Numaralı Mühimme Defterinin, 1-86 sayfa aralığında bulunan 1-174. numaralı hükümlerin transkripsiyonu, özetleri ve değerlendirmesi tarafımızdan yapılmıştır.

Political, administrative, military, financial, embarrassment, law, social affairs which were negotiated and reconciled in divan-ı hümayun (Supreme Court in Ottoman Empire) in the Ottoman Empire and passed by the approval of the Sultan; the complaints and the cases where the cases were discussed and recorded were called "Muhimme Books". "Muhimme Books" which bear the document quality is the most important source in terms of the subjects included information about the central and provincial organization of the Ottoman Empire between 16th and 18th centuries. In addition to this, it is possible to have information about many important issues about the legal legislation that takes place among the people and the ways and methods that are followed in the affairs, the systems of confers, revocations, enfeoff (manor and fee) systems, key points about the history of the war, the navigation and the backdrop of the war, activities at the borders, cultural and social structure of the towns and scientific activities. Transcription, summaries and evaluation of this comprehensive information book containing the notes of the Muhimme Books No: 23, pages: 1-86 and provisions 1-174 are done by us.
