VERİ ZARFLAMASI ANALİZİ METODUYLA SAĞLIK İŞLETMELERİNDE ETKİ ANALİZİ UYGULAMASI

Abstract

Günümüz yoğun rekabet koşulları altında işletmeler üretim süreçlerinde kullandıkları kıt kaynakları etkin bir şekilde kullanmak zorundadır. Bu bağlamda, kaynakların etkin bir şekilde kullanılıp kullanılmadığının ölçülmesi gerekmekte, bunun için de aynı sektörde faaliyet gösteren ve benzer üretim faktörlerini kullanarak üretim yapan işletmelerin karşılaştırılması gerekmektedir. İşletmelerin rekabet ettikleri ve yaşamlarını sürdürdükleri sektör içinde diğer işletmelerle aralarındaki etkinlik farklarını bilmeleri, bu farklardan doğacak kaynak israfı önleyecektir. İşletmelerin istenen çıktı düzeyini elde etme sürecinde girdilerini ne ölçüde kullandıklarının belirlenmesi, göreli etkinlik ölçümü için çok önemlidir. Veri zarflama analizi, benzer girdileri kullanarak benzer çıktılar üreten ve bunlar arasındaki verimliliği değerlendirmek üzere kullanılan bir yöntemdir. VZA yapılan analizler sonucunda etkin olmayan karar verme birimlerinin etkin olabilmeleri için girdi/çıktı düzeylerini hangi oranda nasıl arttırılabileceğini veya azaltabileceğini, ayrıca referans olarak kullanılabilecek karar noktalarının hangisinin baz alınması gerektiğini matematiksel olarak yorumlama imkânı sunan bir yöntemdir. Yaptığımız bu çalışmada, veri zarflama analizi ile sağlık işletmelerinin performans ve etkinlik düzeyleri ele alınarak işletmelerin etkinliğinin artırılması amaçlanmıştır. Çalışma dört bölümden oluşmakta olup; birinci bölümde, sağlık hizmetleri ve kurumları hakkında genel bilgiler verilmiş, ikinci bölümde sağlık kurumlarında performans ve verimlilik değerlendirmeleri, verimlik, etkinlik gibi kavramlar hakkında bilgiler verilmiştir. Üçüncü bölümde ise doğrusal programlama yöntemi mantığıyla çalışan VZA yöntemi ve programın çalışma prensipleri açıklanmıştır. Son bölüm olan dördüncü bölümde ise, VZA Yöntemiyle yapılan hastane etkinlik analizi, Doğu Anadolu Bölgesi'nde bulunan 14 il için yapılmıştır. Analizlerden elde edilen sonuçlara göre, Doğu Anadolu Bölgesi'nde faaliyette bulunan hastanelerden 9 ilin hastanelerinin etkin olduğu, 5 ilin ise etkin olmadığı tespit edilmiş, etkin olmadığı tespit edilen bu illerdeki hastanelerin etkin hale gelebilmesi için yapılması gereken düzeltmeler ayrıntılı olarak sonuç kısmında açıklanmıştır.

Under the dense conditions of competition of today, businesses have to use insufficient sources efficiently in production processes. In this context, it is necessary to measure whether the resources are being used effectively or not, for which, it is necessary to compare the businesses operating in the same sector and producing using similar production factors. Knowing the difference in efficiency between the other businesses in the sector where the businesses compete and survive will prevent the waste of resources from these differences. It is very important for measurement of relative efficiency to determine the use of inputs in the process of obtaining desired output levels of businesses. Data envelopment analysis is a method is used for evaluate the efficiency between producing similar outputs with using similar inputs. DEA is a method that at the end of performed analysis, enables the ineffective decision-making units how to increase or decrease the input/output levels in order to be effective and which of the decision points that can be used as references can be taken as basis, can be interpreted mathematically. In this study that we conducted, it is aimed that to increase the efficiency of the businesses by considering the performance and efficiency levels of the health businesses with data envelopment analysis. The study consists of four parts; in the first part, there are information about health services and institutions, in the second part, there are information about the concepts such as performance and efficiency evaluations, efficiency, activity. And in third part, it is explained that DEA method which works with the logic of linear programming method and its working principles. And in last part, fourth part, hospital efficiency analysis with DEA method is done for 14 cities in Eastern Anatolia region. According to the results obtained from the analyzes, it is explained in conclusion part that 9 cities' hospitals are efficient in hospitals from Eastern Anatolia region, 5 cities' hospitals are not efficient, and in detail the corrections which need to be done for to make these hospitals efficient.
