TÜRK TARİHİNDE HAVACILIĞIN VE İNSANSIZ HAVA ARAÇLARININ (İHA-SİHA) GELİŞİMİ

Abstract

Havacılığın kısaca dünyadaki gelişmesi müteakiben Türk Tarihinde ve Osmanlı İmparatorluğunda havacılığın Cumhuriyet Arşivlerinden yararlanılarak günümüze kadarki gelişimi, dünyadaki gelişimle paralel olarak karşılaştırmalı şekilde anlatılacaktır. Esas olan problemin acaba "İHA konusunda dünyadaki gelişimle Türk İHA gelişimi paralel mi yürüyor yoksa gerideydik günümüzde gelişimi yakalayabildik mi? Şu an teknolojinin neresindeyiz?" sorularına cevap aranarak varsayımlarda bulunulacaktır. Teknoloji, insanların hayatta kalması için doğadan ve toplumsal yapılardan oluşan maddi unsurların bütünü olup, insanın çevresini kontrol etme ve dönüştürme amacıyla geliştirilmiş araçlar ile bu araçlara yönelik günlük bilgileri içerir. Ayrıca bir sanayi dalına özgü üretim yöntemleri, kullanılan araç-gereçleri ve bunların kullanım şekillerini içeren, uygulamalı yaşamın temelidir. Fakat buradaki en büyük sorun, insanların veya devletlerin teknolojiyi paylaşmaması, kendi konforlarını geliştirmek ve ticari amaçları için satma yollarına ayrıca teknolojiyi sattıkları tarafları teknolojinin devamlılığının sağlanması için kendilerine bağlama davranışından kaynaklanmaktadır. Bu yüzden bağımsız olarak teknolojinin kullanılabilmesi için teknolojinin bizzat kullanıcı tarafından yaratılması gerektiği anlatılmaya çalışılacaktır. Devletin bürokratik yazışmalar incelenerek havacılığın gelişmesi için Osmanlı yöneticilerinin fikirleri çözümlenmeye çalışılacaktır. Cumhuriyetin ilanından sonra havacılığın gelişmesinde yapılan faaliyetler incelenecektir. İHA'nın ne olduğu, avantajları ve diğer havacılık teknolojilerine göre mahsurları, kısıtlamaları, çeşitleri ve nerde kullanıldığına dair bilgiler verilecektir. Dünyadaki İHA konseptiyle Türkiye'deki İHA çalışmaları karşılaştırılacaktır. Dünyadaki İHA gelişmeleri ve bu konuyla ilgili makale- tezler incelenerek bu teknolojinin neresinde olduğumuz tespit edilmek amaçlanmaktadır. Ayrıca gelecekte İHA'daki gelişimlerin neler olabileceği konusunda varsayımlarda bulunulacaktır. Anahtar Kelimeler: Uçak, Teknoloji, İHA

Following the brief development of aviation in the world, the development of aviation in Turkish History and the Ottoman Empire will be explained in a comparative manner in parallel with the development in the world by using the Republican Archives. The main problem is whether the development in the world regarding UAVs is parallel to the development in Turkey or we were behind, have we caught up with the development today? Where are we in technology now?" and hypotheses will be made. Technology is the totality of material elements formed from nature and social structures for the survival of people, and includes tools developed for the purpose of controlling and transforming the human environment and daily information about these tools. In addition, it is the basis of practical life, including production methods specific to an industry branch, the tools and equipment used and the ways they are used. However, the biggest problem here is that people or states do not share technology, and they try to sell it for their own comfort and commercial purposes, and also bind the parties they sell technology to themselves in order to ensure the continuity of the technology. Therefore, it will be tried to be explained that technology must be created by the user himself in order to be used independently. The ideas of Ottoman administrators for the development of aviation will be tried to be solved by examining the bureaucratic correspondence of the state. The activities carried out in the development of aviation after the declaration of the Republic will be examined. Information will be given about what UAV is, its advantages and disadvantages compared to other aviation technologies, its restrictions, types and where it is used. The UAV concept in the world will be compared with the UAV studies in Turkey. The aim is to determine where we are in this technology by examining the UAV developments in the world and the articles and theses on this subject.
