ELEKTRONİK BELGE YÖNETİM SİSTEMLERİNE İLİŞKİN KULLANICI GÖRÜŞLERİNİ BELİRLEMEYE YÖNELİK BİR ÇALIŞMA: FIRAT ÜNİVERSİTESİ ÖRNEĞİ

Abstract

Gelişen teknolojilerle beraber Elektronik Belge Yönetim Sistemleri kurumların bilgi ve belge yönetimlerinde önemli bir yere sahip olmuştur. Her geçen gün teknolojinin yeni imkânları ile karşılaştığımız günümüzde, kurumların teknolojinin kendilerine yarar sağlayacak her türlü imkânından faydalanması günümüz bilgi ve belge yönetimi koşullarına ayak uydurabilmesi açısından bir zorunluluk halini almıştır. Bu çalışmada, Fırat Üniversitesinde Elektronik Belge Yönetimi Sistemi (EBYS)'nin kullanımı, kullanım açısından elverişliliği, kurum çalışanları tarafından ne kadar benimsendiği, varsa eksiklikleri ve kuruma ne gibi faydalar sağladığı araştırılmıştır. Fırat Üniversitesinde akademik, idari ve yönetici olarak çalışan 348 personelin Elektronik Belge Yönetim Sistemine ilişkin tutumlarını açıklamaya ve EBYS sistemini kullananların demografik özelliklerine göre etkilerini belirlemeye yönelik nicel araştırma yaklaşımı ile veriler yüz yüze anket yöntemiyle toplanmıştır. Analiz sonuçlarına göre, demografik değişkenler incelendiğinde Eğitim Durumu, Günlük İnternet Kullanımı, Sosyal Medya Kullanımı, Hizmet İçi Eğitim Alma değişkenlerinde farklı gruplar arasında anlamlı istatistiksel farklılıklar görülmüştür. Hizmet içi eğitim alanların almayanlara göre EBYS'nin otomasyon ve yönetim işlevleri anlamında istatiksel olarak daha yüksek memnuniyet düzeyinde oldukları sonucuna ulaşılmıştır. Fırat Üniversite'nde EBYS adaptasyonunun yüksek olduğu, teknoloji okuryazarlığı yüksek ve hizmet içi eğitim almış personelin bu bağlamda pozitif ayrıştığı görülmektedir. In the last decades, Electronic Document Management Systems have an important place in the information and document management of institutions. In today's world, it is a must for institutions to use all kinds of technological opportunities that will benefit them in terms of keeping up with today's information and document management conditions. In this study, the use of Electronic Document Management System (EDMS) in Fırat University is analyzed. The convenience in terms of usage, the adaptation process by the employees, its deficiencies, if any, and what kind of benefits it provides to the institution have been investigated. Data were collected by face-to-face survey method with a quantitative research approach from 348 personnel at Fırat University. The Electronic Document Management System is analysed in terns of different demographic patterns that are defined clearly in the third section. According to the analysis results, there is a significant difference among the groups of different Education Levels, Daily Internet Use, Social Media Use and In-Service Training. It was concluded that those who received in-service training had a statistically higher level of satisfaction in terms of automation and management functions of EDMS compared to those who did not. At Fırat University, it is seen that EDMS adaptation is high, that the personnel who have high technology literacy and in-service training are positively differentiated in this context.
