HZ. PEYGAMBER'İN YÖNETİM ANLAYIŞI BAĞLAMINDA SİYASET AHLAKI

Abstract

İnsanlık tarihine baktığımızda devlet ve siyaset vazgeçilmez bir müessese olarak karşımıza çıkmaktadır. Kur'an'ı Kerim'de ve sünnette bir devletin gerekliliği ile ilgili birçok na'sla karşılaşırız.Hz. Peygamber İslam ile tanıştıktan sonra, genelde kabileciliğin hâkim olduğu Arap Yarımadasında siyasi anlamda hızlı bir teşkilatlanmaya gitmiştir. Onun siyasi liderliğinde toplum yeni bir yapılanmaya adım adım yaklaşmaktadır. Akabe biatleri, müminleri birbirleri ile kardeşleştirme ve Medine Anayasası bu teşkilatlanmanın ilk adımlarıdır.İslam Devleti'nin esasları kuvvetin kanunda toplanması, müşavere, liyakat, sosyal dayanışmayı sağlayan müesseseler ve yargının bağımsız olmasıdır. İlk İslam devletindeki müesseseler ise; biat, askeriye, maliye, yargı, devlet başkanı, eğitim-öğretim, tayin, önceden kabul ve divanlardır.Devlet başkanında aranması gereken ahlaki özellikler, zalim olmaması, biate sadakat göstermesi ve halkı emanet bilmesidir. Halkı emanet bilmesinden maksat; adalet dağıtımı, eğitim ve ticari faaliyetlerde eşit davranması; yaşama hakkını temin ve aile hakkına riayet etmesi, fikir ve inanç hürriyetini sağlaması, devletin mali gelirlerini eşit toplaması ve devlet bütçesini israf etmemesi, görevlendirmelerde liyakate önem vermesi ve mülkiyet hakkını korumasıdır. Devletler ve topluluklar arası ilişkiler bakımından, antlaşmalar yapmak, antlaşmalara sadakat göstermek, diğer devlet veya topluluklara karşı vatandaşını savunmak ve himaye etmek, harp ahlakına uymaktır.Anahtar Kelimeler: Hz. The state and the policy have been indispensable through the human history. A wide range of Islamic texts about the necessity of the state is included in the Holy Quran and sunnah.After adopting the Islamic religion, the Prophet performed a rapid organization on politics in the Arabian Peninsula where the tribalism was common. During his political leadership, the community had a reconstruction of which first steps were the Aqaba Obedience, the brothership of Muslims and the Medina Law.The bases of Islamic State are the superiority of law, the consultation, the suitability, the social solidarity foundations and the judicial independence. Besides, The Early Islamic States? institutions are the obedience, the military, the treasury, the judgment, the president, the education, the assignment, the pre-acceptance and the council.The moral features of the president are the non-cruel behavior, the obedience and the safety of community which means of dispensation of justice, treating equally on trade and education, providing the right of life, looking after the family rights, maintaining of the freedom of belief and thought, equally collecting of official incomes without wasting the national budget, considering of suitability for assignments and securing the right of property. Additionally, making agreements, keeping to the agreements, ensuring the safety of his citizens against the others and regarding the ethics of war are of importance for international relations.Keywords: The Prophet Muhammad, political ethics, administration
