TOPLU KONUTLARDA ÇALIŞAN YÜKLENİCİ VE MÜŞAVİRLERİN İŞ SAĞLIĞI VE GÜVENLİĞİ KAPSAMINDA BULANIK MANTIKLA RİSK ANALİZİ

Abstract

Türkiye'de ve Dünyada iş sağlığı ve güvenliğinin önemi her geçen gün artmaktadır. Türkiye'de yürürlükte bulunan yasalar, iş sağlığı ve güvenliği konusunda önemli hükümler içermektedir. Yapı sektörü, tehlikeli iş kolları arasında yer almaktadır. İstatistiklere göre, ölümle sonuçlanan kaza değerleri Türkiye'de gelişmiş ülkelerin değerlerinden daha fazladır. Bu durum, bu tezin hazırlanmasına yön veren etkenlerden birini oluşturmaktadır. Bu çalışmada, yapı üretim sektöründe iş sağlığı ve güvenliği mevzuatının uygulanma düzeyi belirlenmeye çalışılmıştır. Araştırma kapsamında, yüklenici ve müşavir firmalara yönelik olarak toplu konut örneğinde anket çalışması yapılmıştır. Burada amaç, yüklenici ve müşavirlerin iş sağlığı ve güvenliği kapsamında hukuksal sorumluluklarını yerine getirip getirmediklerini belirlemek ve ne kadar risk altında olduklarını tespit etmektir. Çalışmada kullanılan yöntem; anket çalışması sonrasında, anket sonuçlarının bulanık kural tabanlı olarak sisteme uygulanması ve karşılaşılan risk değerinin belirlenmesi şeklindedir. The importance of occupational health and safety in Turkey and in the world is increasing every day. The laws in force in Turkey, contains important provisions on occupational health and safety. Construction sector is among the dangerous businesses. According to statistics, fatalities value is greater than the value of the developed countries in Turkey. This is one of the factors that shape the preparation of this thesis. In this study, the application level of the occupational health and safety regulations on the construction manufacturing sector has been determined. Within this study, survey was conducted for the contractor and consultant firms in the example of housing estate. The aim is, to determine if the contractor and consultant firms fulfill their legal responsibilities within the scope of occupational health and safety and to identify how they are at risk. The method used in this study is to apply to the survey results to system with fuzzy rule-base and to determine the value of the risks encountered.
