Abstract

Türk hakimiyet anlayışı içinde " hakimiyet " kavramının tarifi, amacı, hududu ve şekillerini ele almaya çalıştık. Hakimiyeti kullanan devlet gücünün nitelikleri ve sınırlan ile, eski Türkler'de gördüğümüz hakimiyet anlayışını Türk devlet düzeni, ülke, istiklal, millet gibi ulvi kavranılan da ele almak suretiyle, teşkilat ve müesseleri, bunların gelişmelerini dünü ve bu günü ile arasında irtibat kurmak suretiyle konuyu açıklamaya çalıştık. Devletin gücünü ifade için kullanılan " hakimiyet " sözü aslında iktidarın niteliğini açıklamaktadır. Yani, devletin zaruri bir unsuru olarak hem iç ve hem de dış alanda belirli prensiblerle sınırlanmış, içte nisbi egemenliği, dışta da nisbi bağımsızlığı temsil eden bir iktidarın sözkonusu olduğunu belirttik. Böylece Türklerin kendilerine has devlet anlayışı içerisinde, "hakimiyet anlayışını" konu almak suretiyle günümüz hakimiyet anlayışının tarihi temellerini ortaya koymaya çalıştık. SUMMARY Masters Thesis THE EVALUATION OF SOVEREIGNTY IN OLD TURKS BEFORE ISLAM A VALATION OF (COUNTRY, GOVERNMENT, INDEPENDENCE,PEOPLE) Ramazan ÖZDAMAR Fırat University The Institute of Social Sciences and Postgraduate Study in History 1997, 103 Page In this study, " sovereignty " and " political power " and " people " " and " country " and " independence " which are the subjects that the elements of the state which is constitute the main subject. We deal with the definition of the concept of the " sovereignty " and the aim is the frontier and the forms in the evaluation of Turkish sovereignty. We studied to explain the quality of the power and the frontier of the state who uses the sovereignty, and the evaluation of sovereignty which we saw in old Turks, but to deal with the holy concepts like Turkish state order, country, independence, people and organization and establishment and theirs developments in today's society and in the past. In fact, the word that's " sovereignty " which is used to expression of the state which is the quality of the government. Besides that, it is determined that is limited with the simple principle in inside and the outside of the state represents the proportional independence. In this way, we tried to put forward the historical foundations of the consideration of sovereignty and our aim is deal with this subject and its evaluation of Turkish people.
