GELENEKSEL YAPILARIN ERİŞİLEBİLİRLİĞİNİN AHP YÖNTEMİ İLE DEĞERLENDİRİLMESİ: MALATYA MERKEZ EVLERİ ÖRNEĞİ

Abstract

Geleneksel yapılarda gündelik ve sosyal yaşam fiziksel çevrenin erişilebilirlik özellikleri ile doğrudan ilişki içerisindedir. Her bir kullanıcının (yaşlı, hamile, engelli, hareket kısıtlılığına sahip bireylerin) ayrım gözetilmeksizin, eşit haklarla ve bağımsız şekilde tüm mekânlara erişim sağlayabilmeleri gereklidir. Bu nedenle kullanıcıların konfor düzeylerinin arttırılmasına imkân sağlayan erişilebilirlik standartlarının önemi her geçen gün daha da artmaktadır. Günümüzde erişilebilirlik konusu toplumsal yaşama aktif katılıma imkân sağlayan kentler için standartlara bağlanmış olsa da geleneksel yapılarda tüm kullanıcıların sosyal yaşama dâhil olma ve gündelik yaşam seviyelerinde yer alma hakkını destekleyen erişilebilirlik standartlarının bu bölgelerde ne denli sağlandığının ortaya konması amaçlanmıştır. Çalışma bu anlamda konusunun incelenmesi için seçilen Malatya İli, Merkez İlçesinde bulunan ve yakın zamanda bölgesel koruma ve yenilemelerle kente kazandırılan 6 adet konağın erişilebilirlik düzeyi üzerine nicel ve nitel araştırmalar, kaynak araştırmaları ve saha çalışmaları yapılmıştır. Geleneksel yapılarda yaşlı, engelli ve hareket kısıtlılığına sahip bireylerin erişilebilirliklerini değerlendirmek amacıyla, Analitik Hiyerarşi Süreci (Analytical Hierarchy Process-AHP) sistemi kullanılarak bir yöntem geliştirilmesi hedeflenmiştir. Bu yöntem doğrultusunda erişilebilirlik kriter ağırlıkları belirlenerek çalışma konusunu oluşturan konakların erişilebilirlikleri değerlendirilmiştir. Yapılan değerlendirme sonucunda geleneksel yapıların erişilebilirlik standartlarına uygun özellikler barındırmasına rağmen standartları tam olarak karşılamadığı görülmüş ve yapıların erişilebilirlik düzeylerini arttıracak çözüm öneriler sunulmuştur.

In traditional structures, daily and social life is directly related to the accessibility features of the physical environment. Each user (elderly, pregnant, disabled, people with limited mobility) must be able to access all spaces without discrimination, with equal rights and independently. For this reason, the importance of accessibility standards, which enable users to increase their comfort levels, is increasing day by day. Today, although the issue of accessibility is linked to the standards for cities that enable active participation in social life, it is aimed to reveal the extent to which the 'accessibility standards' that support the right of all users to be included in social life and to take part in daily life levels are met in these regions in traditional buildings. In this sense, quantitative and qualitative researches, resource researches and field studies were conducted on the accessibility level of 6 mansions located in the Central District of Malatya Province, which were selected to examine the subject and recently brought to the city with regional conservation and renovation. It is aimed to develop a method by using the Analytical Hierarchy Process (AHP) system in order to evaluate the accessibility of elderly, disabled and disabled individuals in traditional houses. In line with this method, the accessibility criteria weights were determined and the accessibility of the hosts that constitute the subject of the study was evaluated. As a result of the evaluation, it was seen that traditional houses did not fully meet the standards despite having features that comply with the accessibility standards, and solutions were offered to increase the accessibility levels of the houses.
