BİYOPOLİTİKANIN ULUSAL GÜVENLİK İLE İLİŞKİSİ ÜZERİNE BİR DEĞERLENDİRME

Abstract

Biyolojik alt yapıya sahip politik bir yaklaşım olan biyopolitika kavramı doğrudan bedenin yönetilmesi ve denetim altında tutulması fikrine sahiptir. Beden üzerinde iktidar tarafından baskı kurulması, denetim gözetim altına alınması biyopolitik iktidarın temel özelliklerinden biridir. Kavram, yaşam ve ölüm stratejileri oluşturma anlamına gelen nüfus politikası olarak kendisine yer bulur. İnsana ait olan doğum, ölüm, hastalık gibi süreçleri doğrudan ya da dolaylı olarak kullanarak nüfusu denetim altında tutmaya çalışan çok yönlü bir olguyu ifade eder. Ulusal güvenlik kavramı ise ulus devletlerin tarih sahnesine çıkmasından itibaren uluslararası politikanın ve siyasi ideolojilerin sürekli vurguladıkları bir olgu olarak gündeme gelmiştir. Kavramı en temel şekli olan güvenlik olarak ele aldığımızda insanlık tarihi ile eş zamanlı olarak gündeme geliştiğini görebilmek mümkündür. Güvenlik ilerleyen süreçler itibariyle devlet olgusunun ortaya çıkması ile paralel olarak sınırların korunması, devletlerin devamlılıklarını sağlaması için stratejik öneme haiz olarak ulusal güvenlik şekline dönüşmüştür. Ulusal güvenliği; devletin iktidarını sürekli kılma gerekçesiyle askeri, ekonomik, sosyal ve diplomatik olguların uluslararası camiada bağımsızlık ve egemenlik vurgusuyla koruma altına alınması şeklinde tanımlamak mümkündür. Bu tanımlamalardan yola çıkılarak devletler ulusal güvenliğini korumak ve kendi devamını sağlamak için biyopolitik politikalardan faydalanmaktadırlar. Biyopolitik süreçlerle nüfuslarını kontrol altında tutarak mevcut iktidar güçlerini koruyup ulusal güvenliklerini tehdit edecek durumları denetleme imkânına sahiptirler. The concept of biopolitics, which is a political approach with a biological infrastructure, has the idea of directing and controlling the body. It is one of the basic features of biopolitical power to put pressure on the body by the power and to be under surveillance. The concept finds its place as population policy, which means creating life and death strategies. It refers to a multi-faceted phenomenon that tries to keep the population under control by directly or indirectly using processes such as birth, death and disease that belong to human beings. The concept of national security, on the other hand, has come to the fore as a phenomenon constantly emphasized by international politics and political ideologies since the emergence of nation states on the stage of history. When we consider the concept as security, which is its most basic form, it is possible to see that it has developed simultaneously with the history of humanity. Security has turned into a form of national security as it has strategic importance in order to protect the borders and ensure the continuity of the states in parallel with the emergence of the state phenomenon in the advancing processes. national security; It is possible to define it as the protection of military, economic, social and diplomatic phenomena with the emphasis of independence and sovereignty in the international community on the grounds of perpetuating the power of the state. Based on these definitions, states benefit from biopolitical policies to protect their national security and ensure their own continuity. By keeping their population under control through biopolitical processes, they have the opportunity to protect their current power and control situations that threaten their national security.
