YOKSULLUKLA MÜCADELEDE MİKRO KREDİ: ELAZIĞ ÖRNEĞİ

Abstract

İnsanlık tarihi boyunca olagelen yoksulluk sorunu, bugün dünya toplumlarının üstesinden gelmekte güçlük çektikleri temel sosyal problemler arasında yer almaktadır. Küresel bir problem olan yoksulluk, karmaşık ve çok boyutlu bir kavramdır. Yoksulluk ortaya çıktığı yere ve zamana göre farklılık göstermekte, eski-yeni ya da kırsal-kentsel gibi çeşitlendirmeler yapılarak sınıflandırılmaktadır. Yoksulluğun çeşitlerinden biri olan kadın yoksulluğu, toplumsal cinsiyet ilişkileri bağlamında ele alındığında kadınların, yoksulluğu erkeklere göre daha derin yaşadığı genel kabul görmektedir. Dünyanın birçok yerinde çeşitli sıkıntılarıyla gündeme gelen kadınların yaşamına yoksulluğun da eklenmesi dezavantajlı konumlarını pekiştirmektedir. Kadınların yaşamış oldukları sıkıntılı süreç ile baş etmeleri ya da bu süreci asgari düzeye indirmeleri amacıyla ulusal ve uluslararası düzeyde mücadele stratejileri geliştirilmektedir. Bu stratejilerden biri de mikro kredi uygulamasıdır. Mikro kredi uygulaması, yoksul/dar gelirli kadınların küçük kredilerle/sermayelerle desteklenerek gelir sağlayıcı faaliyetlerde bulunmaları amacıyla geliştirilmiş bir programdır. Bu çalışma, yoksulluk türlerinden biri olan kadın yoksulluğuyla mücadelede mikro kredi uygulamasının ne derece etkili olduğunu araştırmayı amaçlamaktadır. Çalışma, alan araştırmasına dayalı bir araştırmadır. Öncelikle mikro kredi uygulaması Dünya ve Türkiye bağlamında değerlendirilmiş ve kavram, çeşitli boyutlarıyla kuramsal bağlamda ele alınmıştır. Ayrıca Elazığ ilinde mikro kredi kullanan kadınlara yönelik anket uygulanmış ve mikro kredi uygulamasının kadın yoksulluğuyla mücadelede önem arz ettiği saptanmıştır.

The problem of poverty, which has existed throughout the history of humanity, is among the main social problems that the world societies have difficulty in overcoming. Poverty, a global problem, is a complex and multidimensional concept. Poverty differs depending on where and when it occurs and it is classified by making such diversifications as old-new or rural-urban. When women's poverty, which is one of the types of poverty, is considered in the context of gender relations, it is generally accepted that women experience poverty more deeply than men. Adding poverty to the lives of women, who come to the fore with various problems in many parts of the world, reinforces their disadvantaged position. Struggle strategies are developed at national and international level in order for women to cope with the troublesome process they have experienced or to minimize this process. One of these strategies is microcredit application. Micro-credit application is a program developed for poor/low-income women to be supported with small loans/capitals and to engage in income generating activities. This study aims to investigate how effective the micro-credit application is in the fight against women's poverty, which is one of the types of poverty. The study is a research based on field research. First of all, micro-credit application was evaluated in the context of the world and Turkey, and the concept was discussed in the theoretical context with its various dimensions. In addition, a questionnaire was applied to women using micro-credit in the province of Elazig and it was determined that micro-credit application is important in combating women's poverty.
