TEKNOLOJİ GELİŞTİRME BÖLGESİNDEKİ ŞİRKETLERİN ETKİNLİĞİNİN VERİ ZARFLAMA ANALİZİ İLE DEĞERLENDİRİLMESİ: FIRAT TEKNOKENT ÖRNEĞİ

Abstract

Teknolojideki hızlı değişim ve gelişimle ortaya çıkan rekabet, yenilik ve değişimi takip etmek yerine, yenilikleri üreten olmayı zorunlu hale getirmiştir. Bir ülkede yenilik üretiminin lokomotifi ise üniversitelerdir. Bu durumun farkına varan gelişmiş ülkeler, üniversite ve sanayilerini işbirliği içinde hareket ettirmektedir. Bu işbirliği sonucunda teknoloji ve katma değeri yüksek ürünler üreterek, bilgiyi ve teknolojiyi toplumsal ve ekonomik faydaya dönüştürmektedir. Bu faydaların elde edilebilmesi için üniversitelere gerekli desteğin verilmesi, teknoloji üretiminde üniversitelerin ön planda tutulması oldukça önemlidir. Teknokentler, üniversitelerde gelişen bilimin, sanayide kullanılabilecek teknolojiye dönüşmesine imkân sağlamaktadır. Aynı zamanda kuluçkalık, risk sermayesi fonları gibi araçlarla girişimciliği desteklemektedir. Yapılan bu çalışmada, Fırat Teknokentin de faaliyet gösteren şirketlerin etkinliklerinin değerlendirilmesi amaçlanmaktadır. Ayrıca, Teknokent şirketlerinin daha etkin bir duruma gelmesi için yapılması gerekenler belirlenmeye çalışılmıştır. Şirketlerin etkinlik ölçümünde Veri Zarflama Analizi metodu kullanılmış, analiz sonucu elde edilen sonuçlar doğrultusunda toplam 47 şirketten etkin olmayan 28 şirketin etkinliğini arttırmaları için gerekli düzeltme çalışması da yapılmış, yapılan değerlendirme sonucunda firmaların daha etkin ve daha iyi duruma getirilmesi için gerekli öneriler geliştirilmiştir.

Competition, emerging with rapid change and development in technology, has made it necessary to be the producer of innovations rather than to follow innovation and change alone. Universities are the locomotive of innovation production in a country. The developed countries realizing that condition make their universities and industries cooperate with each other. As a result of that cooperation, they transform knowledge and technology into economical benefits by producing the products with higher technology and value. To achieve those benefits, giving enough support to the universities and prioritizing the universities in terms of producing technology are rather significant. Techno cities enable science that is developed at the universities turn into technology that could be used in industry. Furthermore, they support entrepreneurship via some tools such as incubator and risk capital funds. In this study, it is aimed to evaluate the efficiencies of the companies operating at Fırat Techno City. Additionally, the requirements to make the Techno City companies more efficient are tried to be specified. The method of Data Envelopment Analysis has been used in terms of the companies' effectiveness measurement, the essential rectification study has been made to increase the efficiency of 28 companies, that are not active, out of 47 in accordance with the results obtained with the result of the analysis; as a result of the assessment, the essential offers have been developed to make the companies more efficient and much better.
