POLİSLERİN POLİSLİK MESLEĞİNE YÖNELİK TUTUMLARI ÜZERİNE SOSYOLOJİK BİR ARAŞTIRMA (KAYSERİ ÖRNEĞİ)

Abstract

Emniyet Teşkilatı ve çalışanları (polisler) halkın güvenliği ile asayiş ve emniyeti sağlamak için kanunlar ile kendisine verilen görevleri yapmaktadır. Polislik mesleği, doğası gereği zor ve stresli bir meslektir. Polislerin görevlerini layıkıyla yapabilmeleri mesleklerini sevmelerine; mesleklerini sevmeleri, mesleklerine yönelik olumlu tutumlara sahip olmalarına; olumlu tutumlara sahip olmaları da, olumsuz tutumlara neden olan etkenleri tespit edip ona göre çözüm bulmaya bağlıdır.Bu bağlamda, ``Polislerin Polislik Mesleğine Yönelik Tutumları Üzerine Sosyolojik Bir Araştırma (Kayseri Örneği)'' adlı bu çalışmada, Kayseri Emniyet Müdürlüğü il merkezinde görev yapan polislerin mesleklerine yönelik seçilmiş bazı konulardaki (polis eğitimi, halkla ilişkiler, polislik mesleği ve meslekî özellikleri, kıyafeti ve ekonomik durumu) tutumlarının ölçülmesi ve çözümlenmesi amaçlanmaktadır.Bu çalışma, İçişleri Bakanlığı-Emniyet Genel Müdürlüğü hiyerarşisi içerisinde Kayseri Emniyet Müdürlüğü bünyesinde, Kayseri il merkezinde görev yapan emniyet hizmetleri sınıfı personeli (polisler) üzerinde gerçekleştirilen bir alan araştırmasıdır. ``Emniyet Hizmetleri Sınıfı Personeli (Polis)'' kavramı, resmi polis bürokrasisinin hiyerarşik yapısı içinde belli mesleksel konumlara sahip olan; rütbeli personel ile polis memurlarını kapsamaktadır. Bu araştırmanın örneklemini Kayseri il merkezinde görev yapan bütün polisler (1962 kişi) oluşturmaktadır.Polislik mesleğindeki mesleksel konumlamaya göre rütbeli polislerin polis memurlarına; büro hizmeti yapan polisler ile terör, kaçakçılık, istihbarat gibi özellikli birimlerde çalışanların çevik kuvvet, koruma gibi sokakta ve nöbet hizmetlerinde çalışanlara göre mesleğe yönelik tutumlarının daha olumlu olması bakımından farklılaşma olduğu dikkat çekmektedir.

Police organizations and their employees serve for the safety and security of the community according to the authority given by the law. Police job is naturaly hard and stressful. The quality of police work depends on officers? enjoyment and positive attidudes towards the job; success on police work relies on enjoyment and loyalty of officers; their enjoyment and loyalty is contingent on developing positive opinions and attitudes towards the job; and positive opinions and attitudes could come out only if the factors leading to negative attitudes are identified and dispelled.The main idea in this research which is named as ?A sociological Research on Attitudes of Policemen Towards Their Occupation (Kayseri sample)? is to measure and analyze the attidudes of officers towards their job through examining some selected areas of police work ( such as police training; police-public relations; police occupation and characteristics; police apparel and uniforms; and economical situation.)This research is a field work conducted on sworn officers stationed in the city of Kayseri, under the authority of Turkish National Police. The term ?sworn officer? covers all ranking and line officers who have positions in the hierarchical system of the organization. Sample group contains the whole strenghth of the Organization which is at the amount of (1962).The attidudes of officers towards their occupation vary depending on whether being a ranking or line officer and the positions occupied : It has been observed that the officers working in the special units, such as intelligence, anti-terror and anti-smuggling bureaus express more positive opinions about the occupation relative to the ones working in the regular police patrols, protection and riot control units.
