19. YÜZYIL SONLARI VE 20. YÜZYIL BAŞLARINDA DERSİM VE YAKIN ÇEVRESİNDE DERSİM AŞİRETLERİ VE ERMENİ İLİŞKİLERİ ÜZERİNE GENEL BİR DEĞERLENDİRME

Abstract

Dersim coğrafyasında Müslümanların yanı sıra Hristiyan Ermenilerin de yaşaması sancağa din, mezhep ve ırk bakımından heterojen bir özellik kazandırmıştır. Birbirinden farklı bu gruplar yakın ilişkilere sahip olmamışsa da aralarında kitlesel çatışmalar da yaşanmamıştır. Fakat 19. yüzyılın ikinci yarısından itibaren bölgede çıkarı olan devletlerin kışkırtmalarının etkisinde kalan Ermeniler, milliyetçilik faaliyetlerine girişerek komite eylemleri yürütmüştür. Böyle bir siyasi atmosferin oluşmasında Rusya ve İngiltere başta olmak üzere birçok devletin Vilayet-i Sitte denilen ve Dersim’in de dâhil olduğu Osmanlı topraklarında bir Ermenistan devleti kurma politikası etkili olmuştur. Sancağın coğrafi ve toplumsal özelliklerinden dolayı Osmanlı Devleti Dersim’de tam hâkimiyet kuramamıştır. Sosyal yapının en etkili bileşeni olan aşiretler, otorite boşluğundan yararlanarak silahlı çeteleri aracılığıyla gasp ve soygun eylemleri gerçekleştirmeye devam etmiştir. Aşiretlerin temel amacı maddi kazanç elde etmek olduğu için soyulabilecek mala sahip olan herkes saldırıların hedefi olmuştur. Bu da aşiret çetelerinin bölgedeki Müslümanlara ve Hristiyan Ermenilere saldırmasının temel sebebini oluşturmuştur. Arşiv belgelerine dayalı olarak hazırlanan ve sebep sonuç ilişkisini esas alan bu çalışmada, 19. yüzyıl sonları ile 20. yüzyıl başlarında Dersim sancağında Ermenilerle bağlantılı olarak yaşanan hadiseler ve etkileri değerlendirilmiştir.

That Christian Armenians lived in the geography of Dersim together with Muslims caused this sanjak to have a heterogeneous feature in terms of religion, sect and race. Although these different groups had not had close relations, mass conflicts had not occurred between them. However, since the second half of the 19th century, the Armenians, who were under the influence of the provocations of the states with interests in the region, engaged in nationalist activities and carried out committee actions. The formation of such a political atmosphere was affected by the policy of many states, especially Russia and England, to establish an Armenian state in the Ottoman lands, called Vilayet-i Sitte (The Six Cities), which includes Dersim. Due to the geographical and social characteristics of the sanjak, the Ottoman Empire could not establish complete dominance in Dersim. Tribes, the most effective components of the social structure, continued to carry out extortion and robbery actions through their armed gangs, taking advantage of the authority vacuum. Since the primary purpose of the tribes was to get financial gain, anyone who had property had been the target of attacks. This situation became the main reason why tribal gangs attacked Muslims and Christian Armenians in the region. This study, prepared according to archival documents and based on the cause-and-effect relationship, evaluated the events and effects experienced in connection with the Armenians in the Dersim sanjak at the end of the 19th century and the beginning of the 20th century.
