DEVLET GÜVENLİĞİNİ TEHDİT EDEN TERÖR OLAYLARININ TELEVİZYON HABERLERİNDEKİ SUNUMU

Abstract

Devlet, insanların yeryüzünde hayat mücadelesinin bir parçası olan toplu halde yaşamanın ortaya koyduğu bir büyük organizasyonun adıdır. Devlet, toplum hayatındaki karmaşayı düzenleyen, bu düzeni kanun ve kurallarla güvence altına alan bir sistemler bütünü olarak ortaya çıkmaktadır. Devlet, kendi yapılanmasına ve onu meydana getiren güç unsurlarına kasteden düşman unsurlarla ülke ve millet varlığı adına mücadele etmek durumundadır. Bu mücadele, devlet güvenliği ve kamu düzeni kavramlarını ortaya çıkarmaktadır. Bu kavramlar devlete ve devletin var oluş sebebi olan vatandaşlarına yönelik tehdidin şekline göre farklılık göstermektedir. Bu farklılıklar içerisinde bir tehdit çeşidi olan terörizm geniş yer tutmaktadır.Terör; devlete, devletin ortaya koyduğu kamu düzenine ve onun vatandaşlarına yönelik eylemler meydana getiren, toplumda korku, dehşet ortamı yaratarak hedeflediği amacı gerçekleştirmeye çalışan bir yapılanmadır. Bu yapı, söz konusu bu tez çalışmasında terörün propaganda aracı olarak ulusal televizyon kanallarındaki yeri temel alınarak ortaya konulmuştur. Araştırmada ulusal televizyon kanallarının terör haberlerinin sunumunda yapılan haber söylemlerinin analizi gerçekleştirmek suretiyle terörün propaganda alanı belirlenmeye çalışılmıştır.Anahtar Kelimeler: Devlet Güvenliği, Terörizm, Televizyon Haberleri, Propaganda

State is a kind of organization that comes into being as a result of the resistance which people, living together, show against the difficulties of life. Moreover, state is a unity of systems that eliminates the disorder in the social life and secures the order of society through laws and rules. Thus, it is necessary for the state to fight against the imminences which threaten its own organization and the power components that constitute its very being in the name of the presence of the country and the nation. The concepts of state security and public order come into the picture out of this fight. The meaning of these concepts changes depending on the form of the threats against the state and the citizens, who are the source of existence for the state. Terrorism has an important place among the varying forms of threat against the state.Terror is a kind of organization that produces actions against the state, the public order that the state introduces and the civil citizens thus causing fear and violence in the society for achieving its goal. Terror, as a structure, is presented in this thesis with a special emphasis on its propagandist characteristics represented in the national visual media. In this study, terrorist field of propaganda is discussed through analysis of the discourses used in announcement of news related to the terrorist attacks in the national visual media.Keywords: State Security, Terrorism, Television News, Propaganda
